Local government
must be
accountable,
says Sweeney
Municipal Affairs Minister -JOhn Sweeney
has announced three initiatives to enable
local governments to act in an open, clear
and accountable.way.
Mr. Sweeney released a discussion paper
on municipal conflict of interest legislation
He also introduced legislatiertestablishing
principles for openness foe council, local
board, committee and special meetirige,
and providing minimum standards for
disposal of municipal assets, especially
land. In addition, Mr. Sweeney announced
a review of legislation to address concerns

spending rules.
"One of the priorities of my Ministry is
to strengthen local governments, and en-
sure they remain accountable to the peo-
ple they serve," Mr. Sweeney said."True
accountability can be achieved only if
councils and local boards work in the open,
according to sound business practices that
voters know and understand."
These initiatives, and the municipal
freedom of information and protection of
privacy legislation, which takes effect next
year, will help to ensure that openness and
accountability.
The paper on Municipal conflict of in-
terest presents a framework to facilitate
discussion. Mr. Sweeney will appoint a con-
Sultation committee to hold meetings in
selected communities across Ontario, so
that municipal councillors and members of
the public can make their views known.
The Association of Municipalities of On-
tario, the Ontario Press Council, the On-
tario School trustees' Council and the Law
Society of Upper Canada are being invited
to be represented on the committee.
The Proposed ° legislation on open
meetings and the sale of surplus municipal
assets, will guarantee that the process by
which municipalities sell land and ether
assets is open to public scrutiny. It will re-
quire municipalities to adopt procedural
bylaws dealing with both open meetings
and the disposal of assets.
"This government is committed to pro-
viding housing for low and moderate in-
cdme families," Mr. Sweeney said.
"Therefore the legislation will require that
the Province be given the right of first
refusal to purchase surplus municipal land
being sold in certain high-growth
municipalities where the need for affor-
dable hottsing is greatest."

implement this policy to serve the needs of
