CABLE READY REMOTE CONTROL $37900 Representatives from all four corners of the County travelled to Brussels for the day -long session, along with visiting Wardens from neighboring Perth, Mid- dlesex and Wellington counties. Also on hand were a number of Huron County dignitaries and members of the Board, in- cluding Agricultural representative Don Pullen. Recently retired from the the O.M.A.F. branch in Clinton, Mr. Pullen told the Association that he would sit in "..for just one more day " for the annual gathering and luncheon. Peter -John Sidebottom, policy advisor with the Management Board of Cabinet out of Toronto, was the morning speaker. He addressed the group on the proposed 1991 legislation of the Freedom of Information Act, and the implications on the day-to-day management of Municipal governments and commissions. Essentially, he informed the members, the Act is a standardization procedure for the release of information to the press and public. Concerns had been raised that the Act would call for a total open -doors policy across the board, and that extensive record-keeping wo id be necessary. Nat so, Mr. Sidebottom assured the officers. "There are some administrative changes, but this (Act) just builds on the system," he remarked, noting that any municipal board or body with an information retriev.: l system already in place will not be and y affected by the Freedom of In- formation Act. "It provides a standard pro- cedure, some guidelines." "There is a flexibility in the legislation," Mr. Sidebottom explained further. "You can make it work for your municipality, in the way t you WANT to make it work." Although the Act will not be in pi'ce un- til January 1991, Mr. Sidebottom urged the municipal officers to begin gearing up for the implementation. All municipoffices should aim to have an information officer appointed, go over the files and complete a thorough training session with all office workers between June and December of this year. policies ,hugs "People are comforted to know that it's not a major change," Mr. Sidebottom observed. "There is some concern about cost, of course, but fees can be charged." After the election of the officers and a lunch, the group was addressed by Michael J. Smither, publisher and editor of Municipal World magazine. Mr. Smither, always a well -versed and at times con- troversial speaker, talked to the members about the Charter of Rights and Freedoms and its impact on municipal government. "If you go to a country without freedom of the press, you will deeply miss, it," Mr. Smither assured the guests. By the same token, he added, there is always the Euro- pean term "Ritei" to keep in mind, which means "When you get an important docu- ment, read it and eat it." The final speaker for the afternoon left the annual meeting on a lighter note. Reverend Roger McCombe of Ingersoll, also a police chaplain, secondary school Latin teacher and Ingersoll's Citizen of the Year in 1987 spo to the group on the Im- portance of Being Human. His touching, and often side-splitting, discussion urged the audience to focus on the four "H's" of life; humanity, humour, hugs and hap- piness. Peppered with anecdotes from his family, ministerial and school life, Reverend McCombe's speech had the business -like crowd in tears of laughter for over an hour. "I've spoken to a lot of weird groups - you qualify," he bluntly informed the audience. "Last week, for instance, I spoke to the Asparagus Growers of Ontario, and II don't know a thing about asparagus - but boy, those guys looked green." "We had asparagus soup, asparagus casserole, plain asparagus...1 think there was even asparagus in the dessert..." The meeting adjourned with thanks to the host municipality and closing remarks from the chairman and the new president. The 1991 elected officials were announced. William Vanstone, Reeve of Colborne, is the president, Blyth Reeve Albert Wasson Is vice- president, with Linda Andrews as 2nd V.P. Executive are James Robertson and Murray Keyes, and Nigel Belchamber is Secretary -Treasurer.
