"Everybody seems to be in favour of not taxing the books," notes Seaforth librarian Trudy Broome. The Huron County system is allocated $200,000 per year towards the purchase of new books, and Seaforth alone spent around $12,000 up- dating their shelves. Should the GST come into effect, the 9% tax - about $1,100 on last year's purchase amount - would cut into the money that could be spent on books. Beth Ross, Chief librarian for Huron County, notes that the Federal Government is still wavering on whether or not to un- plement the tax. There is a possibility that public libraries may be made exempt from the tax when purchasing wholesale, but Mrs. Ross feels that this would be a band- aid solution. The Canadian Library Association is pushing for total book, magazine and newspaper exemption with no exceptions. "Even if we were exempt from it, it would still put some magazines and publishers out of business....they're right at the margin," she explains. "That would affect the quality of books right across the board." Recent polls show that 83% of Canadians agree that reading material should not be subject to taxation.
