Psychological Services for Federal Workers
CPA supports the Federal Government's Supplementary
Estimates: Doubling psychological services from $1,000 to
$2,000 for Federal Workers and Retirees

ary 24, 2015. The Canadian
Psychological Association
(CPA) applauds the federal
government and Treasury
Board President, the Hon-
ourable Tony Clement, for
increasing coverage for
psychological services for
federal workers, their fami-
lies, and retirees. The
increases were tabled in the
Supplementary Estimates
2014-2015 in the House of
Commons and the changes
came into effect last year.
CPA has been calling for
increased access to psycho-
logical services for federal
public servants for some
time. In 2011, the disability
plan for Federal employees,
took in 3,875 new claims,
more than 47% of which were
for mental health conditions
led by depression and anxi-
ety. Psychological treatments
are among the most cost and
clinically effective in treating
those illnesses.
"Despite the significant
toll that mental disorders
take on the Canadian popu-
lation, on the workplace and
on the economy, psychologi-
cal services are not covered
under public health insur-
ance plans. When employee
coverage does exist, the caps
are often too low and many
Canadians are unable access
the care that they need for a
return to sustainable recov-
ery and productivity," said
Dr. Kerry Mothersill, Presi-
dent of the CPA.
"As much as a third of
employer losses related to
mental illness could be
recovered if employees were
given timely access to effec-
tive psychological services
and supports. As the coun-
try's biggest employer, the
federal government is pro-
viding important leadership
by showing all employers
that access to psychological
services can be increased in
the context of overall cost
savings. The government is
to be applauded for this very
important policy decision.
We hope that the opposition
parties will support these
important changes," said Dr.
Karen Cohen, Chief Execu-
tive Officer of the CPA.

2015) - Today the Canadian
Chiropractic Association
(CCA) brought Chiroprac-
tors from across Canada to
Parliament in order to advo-
cate for better care for mem-
bers of the Canadian Forces
(CF) and veterans. Among
members of the CF, lower
back pain is double that of
the general population and
musculoskeletal (MSK) con-
ditions contribute to over
half of the soldiers who have
their military careers cut
short due to medical release.

effective delivery of care to
federal populations.
Research has shown that all
federal populations have a
greater incidence of back
pain and MSK conditions
than the general population.
"The extreme stresses of
military careers creates a
high risk of injury, and the
potential for a lifetime of
pain and limitations," con-
tinued David. "There is
clear evidence that provid-
ing soldiers with faster
access to appropriate care
at the early signs of MSK
injury can reduce chronic-
ity and recurrence, and
reduce the numbers of sol-
diers living with a lifetime
of pain."
Over the past year, the
CCA made a strong case for
the need for a comprehen-
sive MSK strategy for federal
populations, piloted with the
CF which has received sup-
port from Members of the
Standing Committee on
National Defence. It is criti-
cal that the government
make a commitment to an
MSK strategy to make sure
existing healthcare dollars
are being used the right way
to reduce the impact of MSK
conditions on all Canadians.
"More needs to be done
to prevent injury, and
ensure that soldiers have
prompt access to the same
kind of care available to
other countries' militaries
like the US," concluded
David. "With just months
until the election, it's
important that all candi-
dates and parties consider
those in Canada in need of
the most care
