The Lucknow Sentinel, 2015-06-24, Page 3Dilemma over development Huron -Kinloss Council Valerie Gillies Lucknow Sentinel A dilemma arose during the June 15 meeting of Huron -Kinloss Township Council. Byron Ballagh and Maria Dunning had submitted a letter requesting permission to install private services to their property at 62 Bob Street in Lucknow to build a single family dwelling and shed. Council's position is that since the property is within the boundaries of Lucknow, it is required to be serviced by municipal water and sewage, as is the case within all communities in the township. The owners argued that the cost that would be incurred to have municipal services extended to their property line would be pro- hibitive to them going ahead with their plans, whereas being allowed to install their own private systems would be well within a reasonable budget. The owners have contacted Maitland Valley Conservation Authority and Source Water and have con- firmed that where they wish to build is well outside of the protection area for the wellhead. Council agreed that the cost of installing the munici- pal services is high, includ- ing placing a burden on any other possible development on the remaining lots desig- nated on the extended por- tion of Bob Street. In essence, the cost of the requirement for municipal services could block any fur- ther development of these lots. Mayor Twolan conceded that the township encour- ages development in the communities, but does not want to set a precedence in this case, as it would set a precedence that is not in the best interest of other com- munities that are expanding with the same concerns. Fur- thermore, the prior owner of the same property had applied for the same exemp- tion and was denied. Ballagh asked if there would be a possibility of meeting with the proper department heads to see if there could be a solution to this problem. He proposed another solution which he feels may break the stale- mate. It was agreed that Bal- lagh would provide Council with the documentation from both MVCA and Source Water and that a meeting would be set up to consider options. Once these have been completed, Ballagh is welcome to come before Council with an alternate solution for consideration.
