Council of 1906 hac/ as much right to

present difficulty i

Mr. Anson Dial

advice to give in the matter.
Dr. A. J. Irwin, called upon, said he
thought the diet es of the Citizens' and
Merchants' con mittee had been com-
pleted when tuey had arranged this
meeting betwe n the representatives of
the Company nd the Council.
Dr. P. Mac onald was sorry that diffi.
chitins had o me between the Couneii
and Comps . He believed that both
the Compan and the Council wished to
do what w fair, and he suggested that
the trouble a settled by arbitration.
In furth r discusieg the matter Dr.
Allen said they were willing to surren-
der the plstt to the Town in one month
if the Con coil would pay for the im-
provemen s. If the Council went to
law in the •• atter or if they repudiated
the action . f the Council of 1903, then
the works • maid close in the morning.
They had pent their money in good

their bnsine s in so unsettled a state.
They wiehe• to double their plant as

Dr. Maeda aid thought it would be

agreement of 1903 be a ibmitted to the
ratepayers for approval.
Moved in amendment by C. N. Griffin,
seconded by A. Dunnage, that the Coun-
cil of 1906 Derry out the agreement with
the Western Foundry C: r., made in 1903,
without submitting it to the people,
provided the Company ay up all ar-
rears, and defend any time brought
against the Council in th matter.
The amendment was arried on the
following division:—Y as—Bennett,

It was then moved b S. Bennett,

Mayor Bell called a spec a1 meeting of

on that evening Connoil ad not been

was again discussed pro a d con. and at
length it was moved by un. Nichol-

Company is willing to d so.
Here it was pointed out that it was

The Tntus is v ry much pleased to
report the satisfy ory eettlement of this
matter. The que tion has been a topic
for discussion for ome weeks, and we
feel cure that al1 r tepayers who have
the welfare of the own at heart will be
pleased to hear th t it is closed up. The
Western Foundry o. has been working
at a disadvantage all along and they
now know exactly here they are stand-
ing and will be ab a to proceed with
contemplated enter meats and improve-
ments. While ther may be a point in
the legality of the a reement, we think
ratepayers should 141 satisfied, a8 the
agreement of 1903 under which the
Company will now be working, is far
more favorable to a interests of the
town than was t a 1901 agreement.
Now the Co. is bo nd to employ 100
hands or pay the to n $10 each for every
hand they aro shortpof 100. No ,person
lu Wingham wool care to have the
plant again on the pands of the town.
One year it cost over $1200 and surely it
is much better to live a flourishing in-
dustry even if it d es cost a little more
than the original agreement, but in re-
turn for this anon y we get the addition-
al number of wort, en. The Council of
1906 have done a go'bd aot in having this
matter closed np, b t at one time it
looked very much a if it would be—a
law suit and nothin but a law eui.t.
We wish the founds All kinds of sue -
cent and we hope t e day is not far
distant, that in pia of employing 100
hands the pay roll ill represent over
200 Workmen, and in the words of otir
townonian, Mr, Th . Gregory, we can
say, "The foundry le a goad thing for
the town if the Corporation never gets a
dollar back ont of it."

Water Cau ed Damage.
The old drain—t a one that has been
causing trouble f r some years—was
not working again his week. The thaw
and heavy rain of ouday brought the
water down to the factory of Messrs.
Walker & Clegg, a d as a result the pre-
mises were again coded and the fac-
tory was closed do on Tuesday. This
old drain has cau d a great deal ot
trouble. It is sure y now time that a
new drain was put n, Enoagh moneq
has been expended u trying to repair
the old drain to h e built a good por-
tion of a new drain. It is not fair that
Walker & Clegg s ould be put to incon-
venience and loss very time we have a
freshet, We ren ure to say that the
firm has lost fatly $1,000 in damage sinco
this drain first g ve trouble, and now
when they are ve busy, their factory
has to be closed d wn, and some sixty
workmen forced to twalk the streets. The
trouble is of long standing and we sea
110 reason why the, 3rain could not have
boon renewed. It the Connoil has not
the power to do tee work by general
tax, let the matter is done by frontage
ten and got the matter cleared up,
Walker & Olegg, w i feel sure, would be
willing to pay their yearly payments of
the coat of the wor , if by frontage tax
the work must be PM The new drain
should have beenb alt long cretins date.
Have the work de e, and have it done
at once, would be nr way of dealing
with the matter, he firm had intended
enlarging their f story this snmmer,
but it they ate not o be protected from
damage by water, lthey will no doubt
think twice betdre expending nioro
money in itnprotel eats.
