COLLINSON, George - Of Goderich,
passed away on Sunday, November 29,
2015 at the age of 73 at Alexandra Marine
and General Hospital, following a
courageous battle with cancer. Loved by his
wife Donna (Hogan) of 49 years. Father to
Robert (Karen Vriend), Krista (Wayne)
Nivins and Leasa. Grandfather to 7
granddaughters. Survived by sisters Noma
(Robert) Farrish, Jayne (Terry) Kisch and
brother Jim. Predeceased by sister in law
Jean Wraith. A visitation took place at the
McCALLUM AND PALLA FUNERAL
HOME on Wednesday, December 2, 2015
from 7 - 9 p.m. A funeral service was held
on Thursday, December 3, 2015 at the
McCallum and PaIla Funeral Home on at 10
a.m. Interment Greenhill Cemetery,

Maitland Manor, Goderich on Monday,
November 29, 2015. Ken Mackenzie of
Goderich and formerly of Kintail in his 78th
year. Dear brother of John & Terry
Mackenzie, Anne Carter and the late
Donald, Alexander Mackenzie and Linda
Sinclair, Barbara and Brian McLelland and
fondly remembered by special companion

DAUPHIN, Gary Joseph - With heavy
hearts we announce the passing of Gary
Joseph Dauphin, a much loved husband,
father, grandfather, son, brother and uncle
who passed away surrounded by his family
on Friday, November 27, 2015 in his 67th
year. Beloved husband of Heather (Park),
father of Holly Dauphin, Sarah and Andy
Overholt, Rebecca and Al deVos and Mike
and Michelle Dauphin, and adored
grandfather of Erin, Sam, Hayden, Bryn,
Dylan, Aliya and Lana. He is also survived
by his mother Nora Dauphin, sister Susan
and Brian Verburg, mother in law Norine
Park, his in laws Sharon and Dave Dawson,
Rick Park, Greg and Nancy Park, Sue and
Doug Brown and his many nieces and
nephews. Predeceased by his father Joe
Dauphin (2015), his brother Mark Dauphin
(2001) his father in law Richard Park (1995)
and his sister in law Diane Park (2010). The
farming community was a big part of Gary's
life and he took a lot of pride in the
business he built, the relationships he
established over the past 29 years and was
proud to hand down to our son Michael. His
pride and joy were his kids and grandkids
(who he couldn't get enough of) and all his
friends and family. These past few weeks
he adored his nurses Sarah and LeeAnn.
We thank you very much for taking such
great care of him and to our niece Melissa
who was with us in the end. Thank You
very much. Gary was a Legion member for
41 years which he enjoyed, following his
father's footsteps who was a member for 70
years. Friends were received by the family
from 1:00 to 4:00 PM and 7:00 to 9:00 PM

FUNERAL HOME, Brussels. A Royal
Canadian Legion Service under the
auspices of Brussels Branch No. 218 RCL
was conducted at 6:30 PM Monday from
the funeral home. The funeral service was
conducted from Brussels United Church on
Tuesday, December 1st at 11:00 AM
officiated by Reverend Gary Clark and
Pastor Neil Ward. Cremation to follow with
interment of cremated remains in
Dungannon Cemetery. As an expression of
sympathy, memorial donations to the
Wingham and District Hospital Foundation -
Oncology Department or the Blyth Brussels

Impact of special needs EA

One in four Bluewater Dis-
trict School Board students
have special education
needs.
Superintendent of educa-
tion Alana Murray told trus-
tees at a meeting earlier this
week that as of mid-October,
4,032 in the district have
special needs and of those,
1,642 have been formally
identified "with an excep-
tionality," which means their
educational needs must be
re -assessed annually.
"It is a huge challenge for
us to provide the supports
needed, with the funding
that is available," Murray
said.
There are 2,193 elemen-
tary students with special
needs - 1,446 of them are
male and 747 are female. At
the secondary level, there
are 1,839 students with spe-
cial needs - 1,180 of them are
male and 659 are female.
In addition to those,
another 46 students above
the board's projected num-
bers of students needing
help, have been identified
this school year.
The special needs of stu-
dents range from learning
disabilities and physical
challenges to developmental
disabilities and giftedness.
Four per cent of the stu-
dents identified with spe-
cial needs have a special
class placement for 100 per
cent of their day. The
remaining students spent
varying amounts in and out
of the regular classroom
during the day, which also
poses challenges for teach-
ing staff saying "it can be
both physically and emo-
tionally demanding."
Murray told trustees that
$25.5 million dollars was
allocated for special educa-
tion in Bluewater in the
board's 2015-16 budget.
Over half of the board's
educational assistants - 43
in total - lost their jobs due
to lack of funding.
Murray said all educa-
tional assistant schedules
were reviewed in order to
ensure student needs were
being met. In 19 schools,
there no recommended
changes to the scheduling.
In 14 schools, there were
"unique" challenges and
some changes made and 15
schools required "signifi-
cant changes" to the
scheduling.
The changes are being
monitored, Murray said,
and assessments will be
made two times a year.
In addition, a detailed sur-
vey for parents with special
needs has been created and
will be sent to those parents
this week, with a return date
of mid-January.
"It really is hard for us to
do what needs to be done for
these students when we
don't get the funding we
need," Owen Sound trustee
Marg Gaviller commented.
