The Township of Huron -
Kinloss held their regular ses-
sion on April 20, 2015.
4-H Shelter in Ripley
Mike Gallant made a pres-
entation to Council concern-
ing the proposal to build a
multi-purpose shelter on the
fairgrounds to be used mainly
as a shelter for the 4-H Beef
Club during the Ripley Fall
Fair, but that could also be
used as a picnic and meeting
shelter throughout the year.
The original placement for
the shelter would have been
too far away from parking
and other areas to be very
useful other than on the day
of the fall fair. For this rea-
son, the structure was pro-
posed to be built in the area
where the livestock exhibits
are now situated in open air.
The discussion centred
around the fact that the new
proposed site is within the 100
m protected area for source
water, which would put it into
contravention of Source Water
protection regulations.
Although it was argued that
having a pavilion with a roof
and dirt floor would possibly be
more protection from run-off
during a severe weather event
than having all livestock out-
side, the fact that the pavilion
would house livestock even for
just the day of the fair would
bring RMO and RMI into play.
Although the livestock
have been shown in the same
area for years, the proposal of
a structure to shelter them is
what has triggered the RMO
and RMI issues. As Council is
already going to be looking
into the RMO and RMI issues
this year, it was suggested
that the agricultural society
wait and that Council will
include having the livestock
showing area at the fair-
grounds looked at as well.
In the interim, Gallant asked
if the shelter could be built with
the intent to use it as a tempo-
rary shelter for when the well is
brought online. The consensus
of Council was that a shelter
could be built, but only if it
never is used to shelter livestock
either in the short term or later.
Mayor Twolan has asked
that letters be obtained from
the agricultural society as to
intent with regards to a 4-H
or multi-purpose shelter, but
advised that Council will not
contravene existing resolu-
tions or mandated legisla-
tion. The matter will be
deferred to the next meeting.
Noise By-law Exemptions
Exemptions were granted for
the following events. Music in
the Fields will receive an exten-
tion from 11 pm to 2 am on
August 28 and 29. Ripley Reun-
ion Committee from 11 pm to 1
am on July 31, August 1 and 2
for athe area of the Ripley -
Huron Community Centre and
surrounding parks. Huron
Shores Lions Fireworks from 11
pm to 12 am on June 27.
Westario Power
Disconnects
Concerns were raised dur-
ing the discussion over the
resolution for the Corporation
of the Municipality of Brock-
ton to request that the Board
of Directors of Westario Power
review and amend the discon-
nect policy to be consistent
with Hydro One. They also
asked that disconnects would
not happen from December 1
to March 31 each year.
Mayor Twolan pointed out
that Hydro One has a larger
pool of resources to draw rev-
enue from and that Westario
Power must pay Hydro One
first, even if Westario clients
are in default, placing Wes-
tario at a disadvantage.
Councillor Murray had a
further concern that setting a
date of December 1 for the
deadline for disconnect may
encourage abuse of the sys-
tem whereby some would
take advantage of that date to
not pay in previous months
leading up to the December 1
cutoff date and extent their
delinquency further.
Councillor Abbot asked if
there could be some way of
judging each case as it comes
up to still protect those who are
in need of help, while still mak-
ing
aking it more difficult for abusers
to use the guidelines for an
excuse for non-payment.
The motion was defeated.
However, Twolan advised
amending the motion to ask
that Westario Power review
their policies, just not necessar-
ily tie them to Hydro One.
Sound System
Council was assured that
the sound system will be
installed in the Ripley Huron
Community Centre and be
fully operable in time for the
Ripley Reunion.
