BLUEWATER RECYCLING The Town of Seaforth has passed a by-law authorizing a financial guarantee for $18,720. That amount represents Seaforth's share of capital equipment required for the provision of a curbside recycling in town. Bluewater Recycling Association is purchasing kir28,429.05 in capital equipment on behalf of the Town of Seaforth. MONEY TRANSFERRED Scaforth Town Council has adopted a motion from its Protection to Persons and Property Committee, authorizing in die process, the transferring of $13,500 to a reserve fund for the purchase of the 1991 police cruiser. PAID HONORARIUM Seaforth's three auxiliary police constables will be paid an honorarium of 5 100 each. A fourth constable, who resigned in July, will receive a 550 honorarium. PRACTICE AND PROCEDURES A standing order has been issued, and the rules and regulations of the Seaforth Police Department amended, so that effective immediately, all officers upon commencing duty, report to the police office. They may attend their private residence for their meal break or an emergency. This resolution was passed after a lengthy discussion on practive and procedures of the Seaforth Police Force, at the December meeting of the town's Protection to Persons and Property Committee. MARKET STREET PARKING The Public School has been approached by the Seaforth Police Department, to advise its teachers not to park on Market Street between the circular drive entrance and exit. Seaforth's Protection to Persons and Property Committee encouraged the move, after a discussion on the matter revealed concerns that cars parked in that location often obstruct a driver's view while he/she is entering onto Market Street from the school property. POLICE HAPPENINGS Seaforth Police Chief Hal Claus reports that during the month of November there were no serious crimes reported to the police. There were, however, a number of complaints dealing with disturbances, and some minor assaults together with domestic complaints and alarms. The police were called on to investigate a total of six motor behicle collisions. There were no personal injury accidents. SIDE STREET WIDENING The Side Street widening estimate, in the amount of $2,000, as submitted by B.M. Ross and Associates, has been accepted by Seaforth Town Council. The widening will be incorporated into the present sewer expansion contract, for completion in the spring of 1991. DRAIN LICENSING A by-law has been passed to provide for the licensing of all drain layers and drain contractors in the Town of Seaforth. The by-law was prepared at the recommendation of the Ministry of the Environment. Municipalities often pass by-laws for the licensing, regulating and governing of drain contractors, drain layers and persons who install septic tanks, or persons who repair or reconstruct drains, remove tree roots or other obstructions from drains and private drain connections by mechanical or other means. GREASE INTERCEPTOR Seaforth Town Council is considering passing a by-law requiring all restaurants and hotels to have grease interceptors installed before connections are made to the municipal sewer system. It was agreed, however, that additional information should be obtained before a final decision is made. Ufa Word misused An article which appeared in the December 19, 1990 edition of The Huron Expositor, concerning a meeting of the Seaforth Community Hospital's Board of Governors, contained an incorrect statement. The statement was, "Dr. Woldnik will be specializing in obstetrics at the hospital". Dr. Woldnik is neither an obstetrician nor a specialist in obstetrics, and never indicated to the newspaper that he was. He is a family doctor who does normal obstetrics. Our apologies to Dr. Woldnik for the misuse of the word "specialize", and for any inconvenience and/or threat to his professionalism it may have caused. A.Y. McLEAN MEMORIAL PROJECT The goal is to establish a suitable memorial in memory of Andrew Y. McLean in recognition of his lifetime contribution and service to the Town of Seaforth and surrounding community. Reeve Bill Bennet received 5525 for one council and 10 committee meeungs, and also attended two functions at no charge. Councillor Garry Osborn received $480 for one council and nine com- mittee meetings and Councillor Bill Pinder received $435 for one coun- cil and eight committee meetings. Deputy -reeve Peg Campbell received $345 for one council and six ccxnmiuee meetings, and auended another meeting at no charge. Councillor Bill Teall received 5300 for one council and five com- mittee meetings; Councillor Pat Malone received $255 for one council and four committee meetings; and Councillor Irwin Johnston received 5 120 for one council and one committee meeting. AUTHORITY REPRESENTATIVE Reeve Bill Bennett and Deputy -reeve Peg Campbell have been made Seaforth Town Council's representatives to the Ausable Bayfield Conservation Authority. SUPPORT MOTION The Town of Seaforth has passed a motion to support a resolution from the Township of North Hemsworth which encourages the use of environmentally -friendly products. North Himsworth has petitioned the Ontario government to: ensure the return of refillable containers by increasing deposits and raising the target from 30 per cent to 50 per cent within the next six months for the use of refillable containers; reduce or ban the sale of beverages in non- refundable containers; provide incentives to service stations to dispense bulk washer fluid and radiator antifreeze; abolish the use of shrink wrap; and encourage manufacturers to drastically reduce packaging materials for their products and encourage governments to use environ- mentally friendly products. PASS RESOLUTION Seaforth Town Council has passed a resolution to support the decision of the consulting engineer in regard to the location and elevation for a service connection to a vacant, registered, buildable lot, in the case where it has not been indicated by the property owner, or where the householder or property owner refuses to sign the service connection locate form. INFORMATION/PRIVACY ACT The Municipal Freedom of Information and Protection to Privacy Act comes into force and effect on January 1, 1991. The Act is a process which enables individuals to request access to local government information. They can also review information of a personal nature pertaining directly to themselves. However, the general right of access to information is restricted by certain specific and limited exemptions. These are necessary to protect certain limited needs of the municipality for confidentiality and the right of individual privacy. Under the Act, the Town of Seaforth has to observe strict standards with respect to collection, storage, use, dissemination and disposal of personal information. An appeal mechanism is created by the Act so that decisions relating to the disclosure of information - and other related issues - may be reviewed by an independent Information and Privacy Commissioner. Any decision the commissioner makes is final, subject to certain limited n rights of appeal to the courts. In Seaforth, the Council of the Corporation of the Town of Seaforth is the head of the Act. Requests for non -police related information must be made to the Town Clerk. Requests for police related information must be made to the Town of Seaforth', Police Chief. ACCEPT MOTIONS The Town of Seaforth has adopted a motion from its Local Architer tural Conservation Advisory Committee (LACAC) to accept the signage proposal submitted by Khaled and Ahmed Aboulebadah of the Bistro. The proposal is for the replacement, on a temporary basis, of the plastic insert on the present sign with a new insert in the three colors previously approved by LACAC. The acceptance is on the condition the Bistro provide a legal undertaking to remove the interior -lit box type sign, on or before July 1, 1992, and replace the sign with one approved by LACAC. Another option would be to install an internal sign, leaving the fascia without a sign. Owners of the Bistro said they felt during the first year of business, that advertising was crucial, and that they did not believe any other type of sign, other than the one proposed, would effectively promote their restaurant. ECONOMIC DEVELOPMENT COMMITTEE The $11,710 in unexpended funds for Business Recruitment will be transferred to a reserve fund for the implementation of the programs 01 the three steering committees in 1991. The current format for expending executive meeting lunches will be chanted for 1991. From now on each member attending a lunch meeting will contribute four dollars per meeting, to help defray the cost of providing the lunches. BY-LAWS PASSED A by-law was passed by Seaforth Town Council authorizing the gran- ting of an exclusive option to Ross Consulting, to purchase certain bind owned by the town.
