New program seeks
expanded development
A $1.9 million program to en-
courage increased export oppor-
tunities for Ontario's agriculture
and food industry was announced
by Ontario Minister of Agriculture
and Food Elmer Buchanan_ Ex-
panded Development and Growth
for Exports (EDGE) encourages
industry participants to develop
innovative, multi-year projects in
new markets.
"EDGE will assist Ontario's
farmers and food industry to iden-
tify, develop and respond to market
opportunities," Mr. Buchanan said
at the Ontario Food Processors
Association annual meeting.
"Through EDGE, my ministry will
work with experienced exporters to
develop inventive ways to increase
export sales over the long term."
EDGE will help businesses and
associations develop and implement
long-term export projects. Producers
and processors of Ontario agricul-
ture food products are eligible for
the program, as well as or-
ganizations representing industry.
To qualify for EDGE, projects
must operate at least two years and
generate direct benefits for On-
tario's agri-food industry. Further,

ding as nothing was guaranteed.
County clerk -administrator Nigel
Bellchamber told council that the
province rarely makes guarantees.
-The type of language in this
letter is what you'll be dealing with.
You can count on this as a firm
commiument and it's as solid as
you're going to get," said
Bellchamber.
County councillors chose to move
quickly on construction despite
questions of interest payments
caused by the staged funding for-
mat.
"We've been dragging our feet on
this issue for a long time. Now it's
starting to move," said Alcock.
Both Huronview Committee (HC)
chairman Tom Tomes and the
facility's administrator Wayne
Lester said time constraints played
a big pan in HC's recommendation
of the earlier start.
Tomes said that the physical state
of Huronview is not getting any
better while Lester said more
operation expense will result from
having the current facility
functioning longer.
Alcock said Monday that Huron -
view is an accident waiting to
happen.
"Windows there could fall right
out on the ground. With a good
wind, they're gone," he said.
"Things have been set go really.
Why spend money when you're
going to tear it down."
"lt's a lot like an old car. You
don't change the oil often enough.
You don't get new tires for it
When you do that it can only last
for so long."
Despite the staged funding, Al-
cock said he is happy with the
current position of the project.
"You get to the point where you
take what you can get h would
have been nice if they gave us $12
million up front and we could start
collecting interest on it," he said.
"Maybe they were in a situation
where they just didn't have the cash
flow available."
the total project cost must be high
them S72,000 in the first year.
Funding will be for a maxim
of throe year up to 50 per teat
assista'r in year eche; up to 40 per
cent assistance in year two; and up
to 30 per cent assistance in year
three. The maxinuitn level of fun-
ding an each year will be: year one,
S100,000, year two, S80,000; and,
year three, S60,000.
Funding dollars will be applied to
the direct cost of a project, which
may include; salaries for carport
marketing staff wholly associated
with the project; direct operating
expenses; training of foreign
distributors to develop a marketing
infrastructure; and, associated costs
for development of a foreign adver-
tising and promotion campaign,
excluding space cosi
"My ministry has recognized the
need to maximize all possible
markets for Ontario's agricultural
and food products. With EDGE, we
hope to encourage innovative ways
to build and maintain new market
opportunities," Mr. Buchanan said.
Companies or organization
interested in EDGE should contact
the ministry's Market Development
Branch at (416) 861-2400.
