But most diunagng of all is the
tact that they do not have an ap-
proved caerufic:ate for the new site.
As the Board's own consultant said
at the Public Meeting, we have "an
approved interpreted certificate".
Until a Court upholds this
interpretation the Board is gambling
by putting garbage in this new site.
This gamble may cost a lot mare
dollars to rectify than dollars that
they would spend an export
alternative in the interim.
Despite this knowledge, the Board
has recently purchased the site from
George Lavis for half a million

reduce the general municipal tax
assessment of all residents using the
site in Hocnesvillc by that propor-

towards landfilling. 3. Implement a
mandatory "generator pay" system
of garbage collection action whereby
homeowners purchase specially
marked from the
bags frothe
municipality or local stores at a
fixed price that covers the cost of
collection and disposal of the waste.
4. Ensure that a blue -box type
recycling plan is available to all
residents. 5. Begin a public
education program outlining the
merits of the plan.
The principle is that only garbage
in these special bags will be picked
up by the collectors. The fact that
the bags cost money is the rational
that will cause people to reduce
their waste in order to reduce their
costs. This system would empower
the residents to recl e1e and to
