WORKING ARENA MANAGER
In order to manage the operations
and administration of the Seaforth
and District Community Centres,
including the arena, halls, conces-
sion booth and custodial services,
etc., the Town of Seaforth also has
a Working Arena Manager. That
person is Graham Nesbitt.
Among the responsibilities of the
Arena Manager are: the planning,
implementation and administration
of the maintenance programs and
procedures; the coordination of the
preparation and administration of
the operating budgets, and
monitoring of expenditures in
relation to the same; liaising with
user groups regarding facility ren-
tals and negotiation and preparation
of contracts for these groups and
other special groups; preparing
reports regarding facility activities
and operations; identifying issues
and providing recommendations to
promote optimium service to the
community; looking after the on-
going structural and mechanical
maintenance of the facilities;
developing, maintaining and super-
vising a systematic, complete and
accurate record keeping system for
all activities and services provided;
preparing tender documents for
maintenance contracts, rental
contracts etc.; and ensuring the
proper maintenance of equipment
and facilities (ie. ice plants, boilers,
compressors) in order to maintain
the facilities; supervising contract
staff; recommending and implemen-
ting safety procedures; supervising
work of Assistant Manager, one
arena attendant and several part-
time attendants; hiring and firing of
all part-time staff; and evaluating
other subordinate staff.
PUBLIC UTILITIES
COMMISSION MANAGER
Tom Philips is Manager of the
Town's Public Utilities Commis-
sion, and as such, is responsible for
the total management, ad-
ministration and operation of the
hydro and water departments.
He is also responsible for coor-
dinating between the commis-
sioners, customers, employees and
the general public.
He manages all utility affairs and
reports to the commission.
FIRE CHIEF
As Chief of the Seaforth and Area
Fire Deportment, Geor$e Garrick is
responsible for providing effective
fire fighting and prevention services
- including combatting, extin-
guishing, investigation and preven-
tion of fires - and to enforce
provincial and municipal fire
regulations within the Fire Area.
Unlike other municipal government
positions however, the position of
Fire Chief, is a voluntary one.
Chief Garrick is responsible for
the supervision of 24 men, and for
the preparation and expenditure of
an operating and capital budget. He
is also responsible for safe
operation and management of fire
trucks, vehicles and other supplies
associated with fire fighting.
As Chief he responds to and
directs the operations at fire and
emergency calls, receives ap-
plications and makes recommen-
dations to the board for the hiring,
promotion or dismissal of
firefighters; provides leadership to
the department, organizes and plans
allocation of the department;
develops and oversees training and
monthly practices for firefighters;
ensures the enforcement of the rules
and operating regulations of the
department; reports activities,
including fire calls, to the board and
the fire marshall's office; par-
ticipates in the Huron County
Mutual Aid Association and the
Huron County Fire Chiefs As-
sociation; prepares plans for
fighting all major hazards in the fire
area; directs visits to schools, public
buildings and other major buildings
to provide education on fire preven-
tion and appropriate fire alarm
response; attends board meetings
and council meetings as required;
and as building inspector, enforces
the Ontario Building Code as it
relates to fire prevention.
COMMUNITY DEVELOPMENT
OFFICER
From September 1986 to Septem-
ber 1989 Seaforth was part of the
National Main Street Canada
program. During that period, for the
first ume a full time "Main Street
Coordinator" was hired to facilitate
efforts towards revitalizing the
downtown area. Under the general
guidance and assistance of Town
Council, the BIA, the Economic
Development Committee of Coun-
cil, LACAC, a special Streetscape
Committee of Council, and the
Huron County Department of Plan-
ning and Development, the Coor-
dinator was able to initiate a
program of activities in the areas of
organization, marketing, economic
development and design
improvements/heritage conservation.
Today under a new title of Com-
munity Development Officer, Cathy
Vida fills a much expanded version
of the position of Main Street Coor-
dinator.
Although it is perceived that she
works entirely with the BIA, Miss
Vida, as CDO, is involved with
town affairs on a much broader
basis. In addition to being respon-
sible for improving communications
and focusing in on downtown
needs, Miss Vida is responsible for
promoting, coordinating, facilitating,
supporting and providing expertise
towards the general economic and
physical development,
improvement, enhancement and
heritage conservation of Seaforth as
a whole.
The CDO reports ultimately to the
town council through the Clerk
Treasurer's office, and is respon-
sible to the BIA Executive,
Economic Development Committee,
LACAC and any special commit-
tees of council that may be es-
tablished from time to time (ie.
Streetscape Committee). She is
involved in the recruitment of new
business/industry to town; assists
with grants and provides direct
design assistance to businesses and
property owners; provides profes-
sional expertise and technical sup-
port services to all committees
resulting in preparation of long and
short term plans, strategies, budgets,
work plans, day to day operations,
and monthly and annual reports;
and develops, implements,
monitors, evaluates and revises an
economic development strategy for
the town.
In essence Miss Vida may be

required to assist with planning,
management, administration, inter-
nal communications, research and
monitoring, marketing, promotions,
business recruitment, courses,
seminars and lectures, and in is-
suing analyses.
Utilities commission to hold Open House

Have you ever opened your PUC bill and wondered what you've been
charged for and where the money you pay will go? Have you thought
about what pipes and wires may run under your property and what all
those meter gadgets sticking to your house are doing for you? Thursday
afternoon you will have the opportunity to learn about, and question,
your local PUC about the work it does.
Seaforth PUC is participating in Local Government Week by having
an Open House for the public at its office in the Seaforth Town Hall
this Thursday. Residents are invited to attend and see what the PUC is
and has to offer.
Tom Philips, manager of Seaforth PUC, said the Open House was
arranged to bring people into the office to "give them general infor-
mation about the water and Hydro work of the PUC. It's also a chance
for people to get acquainted with the people who work here."
At the Open House people will be informed about what Ontario
Hydro is doing for Seaforth. Some PUC equipment will be on hand for
people to see and learn about. A pole -climbing demonstration may be
featured to give people an idea of what the job entails and the weights
pole -climbers have to work with.
A tour will be offered to the Seaforth Hydro substation facilities. The
tour will also include a trip to the wells Seaforth draws its water from.
"We have maps here of our underground systems throughout town for
water, and they re informative and interesting," said Mr. Philips. "We
have VCR tapes on various topics such as ventilation and heating
practices that we lend out to the public."
People are invited to attend the Open House Thursday between 2 and
4 p.m.
