having to reapply for certification
oa a regular basis, the or
would have to do its job actively.
If for instance, five yaini down the
line, a new group, the "Frontier
Farmers of the Front Forty" earned
greater support from the majority of
farmers and applied for certification
as the "one farm voice" it could just
as well be selected for certification
by the tribunal.
The problem with having move
than one voice for the agricultural
community is that when you have
two, you can't deny the right of
others to form, and you end up with
fifty. Go talk to government about
some problem with fifty different
voices, and they'll smile at you
patiently, tell you to go home and
talk it over until you agree and in
the meantime they'll do nothing.
This has been happening in the
farm community for a long time.
We need to stop squabbling
amongst ourselves.

It costs money to maintain a farm
organization that can speak effec-
tively to government. Much of this
work in Ontario today is done by
volunteers, especially at the
"grassroots" level. A problem is that
too much time is spent keeping the
membership up for funding instead
of working together to help each
other. On this basis, it's remarkable
that our farm groups funded by
voluntary memberships have had
such an impact in Ontario.
But it could be so much better.
With stable funding in place, more
resources would be available toward
our goals of assisting individual
farmers and the rural community,
increasing public awareness of
agriculture and developing policy
between farmers and government.
The public interest could be better
served by an effective group
working together for responsible
environmental regulation, sensible
land use policies, effective industry
support programs and fair taxation.
At present, approximately 22,000
Ontario farmers pay membership
dues to three farm organizations
and because of their work, 72,713
farmers are able to save money by
purchasing farm license plates for
their trucks; get their farm tax
rebate back; get interest rate assis-
tance this year; enjoy rural rate
assistance on their hydro bill every
month; get a gas tax rebate on fuel
used in agriculture; and much,
much more. Every Ontario farmer
benefits from these programs, but
not every farmer is paying his fair
share. By comparison, look at
Quebec's agricultural situation.
Most of you would agree Quebec's
41,448 census farmers have been
better protected by their government
from the "hard times" in the in-
dustry than Ontario producers. The
well financed L'Union des Produc-
teurs Agricole (UPA) has real clout
both federally and provincially.
Quebec law says that every farmer
earning over $2999.99 in farm sales
must pay $170. annually to support
their general interest farm or-
ganization. Respect for the Bill of
Rights causes our basis to be volun-
tary, but hopefully we can make
membership in such an organization
so beneficial that everyone will
want to be included. On the

our situation to that of Quebec. He
remembers Ontario farmers losing
the opportunity for an effective,
strong, well financed organization
in 1969 and hopes that we can get
it together this year. It is a com-
mendable goal for all of us.
