Silver Creek fate awaits MNR ap proval

early May, and according to a
Ministry officer, extensive
rehabilitation along the entire length
of the one k wuujd have to precede
any stocking ventures.
"When you start looking at Silver
Creek, it's really been disturbed,"
remarked Ken Maronets, a
Conservation Officer working out
of the Ministry offices in W ingham.
Although the creek could probably
harbour trout or, more likely, bale
in the spring, "..it would Cook them
inI the summer."
"Natural hydrological functions
might only make it ideally a bass or
minnow stream," added Mr.
Maronets.
Larry Dolmage, a member of the
Seaforth Sportsmen club, contacted
the Ministry early in the spring to
look into Silver Creek's eligibility
for a Ministry CFIP (Canadian
Fisheries Improvement Program)
grant. Through CFIP, Mr. Maronets
explained, communities or private
landowners - the most common
applicants - can get involved in
fisheries improvement and
rehabilitation in areas that the
Ministry directs them to and
approves of. The landowner or
community group involved
undertakes the work, with MNR
providing the materials, assessment
and direction on the project.
The annual Trout Fishing Derby
at Lions Park was cancelled this
spring due to the condition of Silver

Creek. The creek was dredged last
week, removing eight or nine years
worth of muck that had reduced the
creek level to a foot in places, and
consideration was given to making
it habitable for trout with the
addition of a dam and the dredging.
Ministry officials were expected to
assess the creek in May, but now it
will probably be late July or early
August before it is inspected.
"This is the critical time for the
fish," said Mr. Maronets. Most in -
stream work is done at low flow
time, and late summer testing -
when water temperatures and levels
are at their highest and lowest,
respectively - is the best
determinant as to whether or not the
creek could support a fish
population. So far, Silver Creek has
two strikes against it.
"With Silver Creek, what we're
looking at is a whole creek
ecosystem management program,
from the head right up to the mouth
at the Thames," explained Mr.
Maronets. He added that the
Ministry gives top priority to
Coldwater and spring -fed streams
that have nature working in their
favour. Silver Creek is a warm
water stream running through a clay
plain, with little to no buffer strips
along the length. Rehabilitation
would have to include work along
the creek length, and environmental
assessment and education to boot.
"We make the assumption that the
landowner is the best and most
knowledgeable proprietor of his
land," Mr. Maronets pointed out.
However, irreparable damage can
result from fertilizer leeching into
the water, cattle watering in the
stream, and silt runoff from the
fields. In many places, Silver Creek
is flush to cropland with no buffer
strips.
"In an agricultural community,
you've got all of these demands."
Ministry officials still plan to
assess Silver Creek later this
summer and determine its
limitations. These parameters will
dictate which, if any, breeds of fish
could inhabit the creek and for what
times of the year.
"If there is interest in a program
within the community, then we'll
look into something," said Mr.
Maronets. He stressed, however,
that any program forwarded by the
Ministry would have to be more
than a stopgap measure that
"..would keep everybody happy in
the short run."
"We want to look to making the
(creek) system self-sustaining."

Minister Hugh O'Neil announced.
This annual Ontario government
program will permit the
participating organizations to hire a
young person between the ages of
15 and 24 (up to 29 disabled) for a
period of eight weeks. The program
targets employment equity groups
such as Native peoples, the
disabled, racial minorities,
francophones and women.
To be eligible for assistance
through the Culture and
Communications ministry,
community-based non-profit groups
and province -wide umbrella
organizations must function within
the arts, heritage, libraries,
community infrrmation centres or
archives.
"The Experience '90 Program will
provide Ontario youth with the
opportunity to gain wor,k experience
in a challenging and stimulating
environment,"said O'Neil. "The
skills they develop will be of great
value as they pursue their career
objectives."
Local cultural establishments
benefitting from these grants
include Huron Country Playhouse
($1327.00), Blyth Centre for the
Arts ($1327.00), Huron Historic Jail
($1101.00)and Huron County
Library ($1327.00) for a total of
$5082.00 into Huron County.
