The Campaign in Huron,
The campaign is now begluning
warm up and from iteltv to the even-
ing of the 20th the temperature: will
be OM normal.
In South Iluren Rev. McLetnian
still continues in the duel capacity
of pastor and candidate, but :politics
is occupying his time to the altmest
entire exclusion of the ;pulpit. Cou-
ple this with his tacit defence( of the
Miunie M. expedition, the .0ba1lot bur- ,
ning and switching and yew have a
state of affaire .at which the Preeb‘y-
tery is beginning to hold up its
hands in holy horror. Mr. Lack Ken-
nedy is now in the riding and is °un-
derstood, to be assisting the Liberal
candidate. M. , Kennedy is a_ well-
known party worker, with a Predil-
ection for close ridings. He was sec-
ond in command of the Minnie M.
and will doebtless be able to give
the reverend candidate a few pointers
on "How we won the $ea with Booze
and Boodle."
In the; West riding the opposition
t• the Ross candidete is daily be-
coming strodger and than he will
be • defeated seems almosta
certainty. He is a clever speaker and
has a personal followtng, that is
somewhat due to his sire's renown,

In the East Messrs. ,Bowman and

Hislop has a majority of over 400 to

The Gamey ineeting held in Exeter
on %Wednesday of last week was one'
of the largest political gatherings
ever held in the riding. The two pub -

delivered by Mr. Gaffing and M. M-

Provincial Accounts
The Premier in Toronto at theend
of December • made this statement
"There was an auditor today who.
had the same power as Ma, adacdene

This assumes that the . auditor .a6es
really audit all the Provincial C.O..
counts. The Premier meant- to ;Say'
so and as he is Provincial, Trea,surer
he ought to know. • a
But the auditor does not:: tell the
• same _stony.
He was ?examined before the; Public
Accounts • Committee in 1902- arid' ex-
plained that he audited the :Provie-
cial Treasurer's aceounts nut • lief
those of the other departments. Now
these departments are where the
money first reaches the hands of the
officials of the Goverhinent. it is
their ' duty to •pay the moneys re-
ceived by them over to the treasury
and whatever the treasury -receives
is of course properly audited. •
But who checks over :and :audits
the accounts of these departments
and of the officials who first receive
moneys from the public. It is tele.-
•tainly net the auditor. His. version -
is quite different from the ,Premier'S.•
The Provincial Auditor ozi his pub-
lic examination in 1902 answered
thus :
"You audit the -books • of the dlTfer-
ent departments ?"
Ans. "Yes, in a general wan as to
rthe results." .

This is a very serious omisshm
when the very large sums ere. con-
sidered which reach the depertments
from outside, from timber dues,. -tim-
ber and laquor licenses, corporation -
fees, ,etc.
The auditor admits that the pres-
ent System permits this practice and
yet fails to secure 'e proper -audit
at first hand and at the cashbook as
he says it is only "in 11 genenaI Way
as -to results."
On being asked what amount pass-
ed through the Crown ;Lands Depart,-
ment books in 1902 he says it' epee
unted to over a million and a Inalf
dollars, $1,634,133.00. '
Then this question. was asked in or-
der to test whether such a receipt
was unusual.'
"Do you know of an instanee whe-
re a person has 'sent a cheque direct
to the Provincial Treasurer ti
merit of his account in the Crown'
Lands ?"
Ans. "It is Very selnomvere ex.
ceptional in connection with the Cro-
wn Lands accounts." • -
The result is that out of a total
revenue of $6,200,000,00 over '$1,500,-
000.00 is annually reeeived lily

clais of the Crown Lands Departme-
nt and the only audit of their books
is, as -explained by the Provincial
Auditor, "in a general way as to the
results," "we cannot examine them
individually."
This explains why. the Provireiali
Treasurer never received from Mr. M
fred Macdougall the gums received*
him and which his trial 'would._ have
disclosed. '
Is it in the interests of this Prov -
