Below is given as summary from the report of the County Valuators, as
preselated to the County VounelL To the ordinary reader it is not very clear,
except that it shows the percentage of increase, in the assessment proposed in
the several inunicipaaities and it we have been better had they submitted a
report that any one could understand. For the convenience a our readers we
have procured from the different clerks and added to the report the total as-
sessment for 1905, in each Municipality,' Thisrwill enable those disposed to work
it out, to find the actual increase in any municipality.
GEarrt.E.alEaL-We beg to submit herewith report of Valuation made byus
in Sept. Oct., and Nov., of the present year. , •
The'difference between our valuations and the values a the Assessore are in
many cases yery•great and will no doubt cause inore or less dissatisfaction, but
we have endeavored to give equal justiceto all municipalities Without respect to
North, South, East or West. Valuations made largely from a waggon may be
more or less inaccurate, but taking the aggregate for each munictpality we
think they vvill stand fair criticism. We distributed the valuations AS uni-
frmay as possible over the severalanunicipalities so as to cover a fair proper,
tin of all classes of property, good, medium and the poorer class, where,such
could be found, also taking in a proportion of the unincorporated village- pro-
perty in the several Townships. We valued a. greater number of parcels to
each municipality than the law regutres, 8% to 10%, instead of from 6% to .8%,
believing that by so doing a better comparison would be obtained., and all val-
uations were made before Seeing the Assessment Rolls.
There can be no clearer proof of the titter uselessness of A.ssessrainit Rolls as
they at present stand as a guide to equaliaation, than the fact that the discrep,
°lames run all the way from. 5% decrease under to 64% increase over the assess-
ments. 'A number of Assessors have tried to comply with the law and assess
property at or near its cash value while many others have not done so. It is to
be hoped however that in the future all Assessors will endeavor to assess pro-
perty as the law directs,.
We beg to suggest that it would be a aeat improvement as to comparative
yalues, especially in rural municipalities, If the assessmenta could be made in
the months of Oetober and November instead of in midwinter, when there is
two or three feet of snow on the ground,.
We beg. to hand you herewith a detailed statement of valtfations made in
each niunicipality in the County, also a summary of, same, trating that the
report may prove satisfactory to yoarselt, the 0o. Couticil, and the public gen-
erally, . .
