Affairs meeting of the Stal't'a• Women's
Institute, held in the township . hall on
November 21i.
Jean Hoffineyer, Mitchell was guest
speaker and showed pictures of her trip to
Russia in 1985. She gave a most interesting
talk on the people, the collective and state
farms, the cities, the size of the country and
its climate. Mrs. llofflneyer was introduced
and thanked by the convenors of the
committee, Mrs. John Miller and Hazel
I larhurn,
Mrs. Miller presided for the program,

were necessary when the project was
initiated and passed by the county last year.
Mr. Itau said he didn't have an answer to
the question. However, Huronview Admini-
strator Wayne Lester interjected that the
switch in governments has resulted in a
change of heart towards renovations to
nursing homes.
"John Sweeney (Community and Social
Services •Minister) changed direction because
he saw the magnitude of the nursing home
. situation across Ontario. They were all built
at the same time and are all in the same
predicament.
, • He has delayed this program by request-
ing this ithe studies ). Hes buying some time
because there wasn't any money left in the
1986 or 1987 budget." said Mr. Lester.
Ileart and Stroke Foundation asking for
canvassers in Hibbert Township. A motion
was made that the Institue wouldn't canvass
but would accept donations at the December

plan a dinner at the township hall for Hibbert .

Hayfield Reeve Dave Johnston asked
council about the legality of hiring the same
architects to do the needs studies. He asked
council if, since the council is awarding a
"brand new contract" shouldn't tenders be
called.
" It seems like we're going to be awarding a
new contract to the old architect. We might
have some kind of legal lawsuit if this contract
is awarded to the original bidder. We don't
want to put ourselves in a legal battle with the
other kidders We didn't choose the lowest in
the first place I'm just concerned what
they're going to say.- said Mr. Johnston.
Exeter Reeve Bill Mickle concurred with
Mr Johnston. saying the county should
consult their lawyer as to what its legal rights
are in this situation
Clerk -treasurer Bill Hnnly said council has
already decided to hire the architect to do the
renovation project al Huronvtew he doesn't
foresee any legal problems with hiring the
same architect to do the needs studies.
"I don't sere any legal complications. We
ceuld ham hired.iut one without -44114 fol
lenders." said Mr Hardy eS>L r
