rural fall fairs
Fall Fairs, a time to show off the
achievements and successes of the summer
and spring, a chance to experience new ideas
and renew old ideas, a chance to see Fair
Queens and 4 -Hers and a chance to enjoy and
applaud the work of the people behind the
scenes who make the fairs the success.
The Federated Women's Institutes of
Ontario is proud of the effort it makes to make
Fall Fairs in Ontario a showcase of rural
achievement, The displays put on by the
Women's Institutes will often show new
crafts in action or old crafts modernized.
These are often the result of O,MAF courses
led by Women's Institute members. Many
rural women have now turned the skills learnt
in these courses into money, much needed in
these hard times that have hit agriculture.
When you see the Fair Queens receive all
the honor and glory, they are often there
because of the sponsorship of a local
Women's Institute. In the same way
Women's Institutes sponsor 4-11 clubs
throughout Ontario by providing leaders,
money and encouragement. In the London
Area nearly all the 118 branches sponsor 4-H
clubs, so the rural youth may receive all the
benefits they can.
The promotion of all facets of rural life
through the means of agricultural fairs is
another aspect of the work of the W omen's
Institutes.

surprised the PUC had waited so long before
submitting the increase request, especially
since they indicated they wanted it to be
retroactive to December 1985.
"They should have come to council in
December," she said.
"Why would they wait until now to submit
this.
But despite the opposition council did
reconsider the PUC request and voted in
favor of three of the five proposed increases,
to be made retroactive to June 1, 1986, when
the request was first brought to council.
From now on the chairman will receive $80
for each PUC meting attended,, up $10, the
Commissioner will receive $75, also up $10
and the per diem, rate will be $60, up five
dollars. Council voted against raising the
special meeting rate to $55 from $45 and
against making the increases retroactive to
December.
In comparison the council chairman
receives $100 per meeting and councillors
receive $75. The special meeting rate and the
rate for attending committee meetings are
both 545. The per diem rate is $55.

Since 1984, the Maitland Valley Conserva-
tion Apthority (MVCA) has been working to
further the education of elementary school
children with special programs and courses in
cohservation and nature study.
In 1985 alone, more than 2,000 children
took part in the outdoor education program at
the East Wawanosh Valley Conservation
Centre.
The MVCA is asking the Huron County
Board of Education to provide both financial
and programming support to further the
programs offered.
Board members heard a presentation made
by MVCA staff at their monthly session on
September 2. Members agreed that the
outdoor education program was well support-
ed throughout the school system, but they
determined that the board could not readily
make any financial commitments to assist in
further developments,
The proposal will be taken back to the
board's education committee for further
review, with several questions and concerns
to be discussed.
Among them, pointed out by the Goderich-
the

dents in the Huron school ystem
also use the education program provided at
Camp Sylvan by' the Ausable-Bayfield
Conservation Authority. Students also visit
such establishments as the county museum
and the historic gaol.
"If the board was involved in the cost
sharing with the MVCA, in all fairness, it
would have to make the same consideration
for others," she said.
Bob Allan, director of education, provided
some background information, noting, "A
joint proposal for cost sharing came before
the board in the past and the board responded
with a user fee system." "There is some
advantage to us the groups we work keeping
tfrom
with," he added.
Les Tervitt, general manager of the MVCA
said that the education programs currently
are financed through provincial grants,
donations and through user fees. Programs
cost $1. per student as well as a $25 general
fee.
The Conservation Centre provides 25
different programs for elementary school
children, and a total of 110 days of programs.

Mr. Tervitt said that the MVCA hopes to
develop programs for secondary school
students. He noted, "It is vital for youth to
understand the resource management that is
going on in the country."
In his presentation to the board of
education, Mr. Tervitt requested a two-point
proposal: to form a joint planning committee
between the board and the MVCA to
maintain quality programs and to provide
input from both factions and teachers; and, to
share staff and operations cost at the
education centre.
