Ms, Chalmers is a public health nurse with

decrease in services provided and a lowering
of morale within the unit had slowly begun to
happen since the resignation of Dr, Harry
' Cieslar in July, 1986, after five years as
medical officer of health fotl the county.
• Ms. Chalmers also points out there has
been no permanent medical officer of health
