Although Crime Stoppers usually deals

the following crime is serious to a seven-
year-old from Zurich.
On Saturday, August 27, 1988 a talking
Alf doll (worth $125) was taken from the
Dominion Tavern in Zurich, This doll was
on loan to the owners of the tavern, David
and Marie Gelinas, from their son
Matthew,
The,Geligas were using Alf in a display
where he was posed playing the drums.
Matthew received Alf as a Christmas pre-
sent from his parents, and he cannot, to
quote Mathew's mother, "figure out why
someone would steal his Alf".
This was a busy time in Zurich as the
Bean Festival was in full swing and many
people from out of the area passed
through. It is believed the theft of Alf
started out as just a Joke. It appears this

joke got oat of hand. Crime Stoppers is
asking for the safe return of Alf, no ques-
tions asked. He can either be dropped off
at the Dominion Tavern or at the Crime
Stoppers office in the Clinton Police
Station.

NOTICE
SEAFORTH SEWAGE WORKS
ENVIRONMENTAL ASSESSMENT
The Council of the Town of Seaforth wishes to advise all Interested Individuals
and organizations that the Environmental Study Report for the sewage works pro-
ject has been completed.
The Report documents the plaf8ning and decision-making process which was
followed during the development of the project as' required by the Class En-
vironmental Assessment for Municipal Sewage and Water Projects. It also iden-
tifies potential environmental impacts and \documents measures intended to
reduce the effects of any negative impacts.
THE PROPOSAL
The proposed sewage works project involves improvements to and an expan-
sion of the capacity of the existing sewage treatment facility located on Lots 14
and 15, Concession I, Township of Tuckersmith. It consists of the following major
components:
— a change in the method of sewage treatment involving the construction of a
mechanical treatment plant which will mechanically pre -treat the raw sewage us-
ing an extended aeration process.
— construction of a new storage crll to be built in the south-east corner of the
existing site (see Figure 1)
— a change in the period of discharge to the Bayfield River, from a spring and
fall discharge, to a November 1 to April 30 continuous discharge.
COSTS AND CHARGES
The estimated cost of the work to be done at the treatment facility is S1,240,735,
of which the Town will pay $300,500 (24.22%). The Ministry of the Environment
will fund the remainder (75.78%).
This project, in conjunction with work to be done on the sewage collection system
and sewage pumping station will be financed by the issuance of 10 year deben-
tures. The OVERALL project is estimated to cost $2,166,085 with the Town's share
being $540,880.
The Town's share of the project will be financed through a combination of an
increase in the general rate and an increase in sewage rates.

OPPORTUNITY TO COMMENT
Individuals or organizations that wish to comment on the proposal are invited
to do so, but comments must be in writing and must be received at the Town
Municipal Offices (address above) no later than 5:00 P.M., MONDAY, NOVEMBER 25,
1988.,
If there are significant negative environmental concerns which cannot be resolv-
ed, all parties are entitled to request that the project be elevated or "bumped
up" to an Individual Environmental Assessment.
It is Important to note that this may be the last opportunity to comment on
the proposal. If no objections/concerns/criticisms are expressed by the date noted,
the project may proceed to construction as presented.
