FCC should serve the main fanning com- munity with long term loans at reasonable interest rates, and be able to assure that its customers have access to adequate shorter term credit. "Given the nature of the return to invest- ment in agriculture, we believe reasonable interest rates means no more than 3 or 4 per- cent above the rate of inflation," said Mr. Knoerr. In addition to the portfolio -for farmers who are considered a normal credit risk, there is a need for a special FCC lending portfolio. CFA made a number of specific proposals to the Members of Parliament. These included: • a program for beginning farmers with special considerations tied to an approved development plan • the development of an FCC guaranteed vendor financing program • the implementation of a lease to purchase program to handle FCC repossessed land "We recognize that just throwing a lot of cheap credit at farmers is not necessarily in anyone's interest. Provided that there is a real commitment to meaningful goals, CFA is prepared to sit down with government to develop and support effective and realistic farm credit programs,"' said Mr. Knoerr..
