Requirements changed
for 'municipal candidates
Legislation passed in June has brought Each candidate must register with the

tion and nomination are two different pro-
cedures and all candidates are required to
do both. In order' to be a candidate int he
election and to have your name placed ont
he ballt, you must be nominated. In order to
raise any campaign funds of incur expenses,
ou must be registerd."
In order to be nominated, the canddiate
must be registers; get a nomination form
from the mujncipal office; have at least 10
eleigible electors in the muncipality com-
plete and sign the nomination form; bring
the completed form to the clerk on Nomina-
tion Day (POctober 17) or during office
hours on the preceding four days.
If a person is running for school board, the
electors signing the nomination form must
be supporters of the same school board
which you intend to represent.
Among the changes are the facts the can-
didate must be registered, voters must be
Canadian citizens, there are no stipulations
for the proxy vote and cnadidates must
follow financial limitations.
(This information is applicable to locally
elected bodies such as councils, school
boards and public utilities commissions.)
QUALIFICATIONS
In the Candidate's Guide to Muncipal
Elections 1988 booklet, put out by the
Ministry of Municipal Affairs, it states a
canddidate who proposed to run for a mun-
cipal office must be a resident of the mun-
cipality or a non-resident owner or tenant
(or spouse) of land in the municipality; a
Canadian citizen; at least 18 years of age on
or before polling day and not disqualified by
any other legislation from holding
municipal office.
A person could be a Canadian citizen or
other British subject and vote prior to this
year. However, the new legislation has nar-
rowed it to Canadian citizens only.
Still nder the qualifications heading, is a
list of qualities that disqualifies a person
from running for a position on council. They
are: an employee of the muncipality; a
judge of any court, a member of the Ontario
Legislature, a senator, or a member of the
House of Commons; a crown employee as
defined in the Public Service Act; an un-
discharged bankrupt of insolvent as defined
under any legislated authority; an inmate in
a penal or correctional institiution under
sentence of imprisonment.
Thos wishing to run for a school board
trustee must also be a Canadain citizen; at
least 18 years of age on or before polling
day, a resident in the area of the goard;
elegible tobe an elector of that school board
for which they are a cnadidate (i.e. if runn-
ing for French language separate school
board, you must be a French language
separate school elector).
those who are elected will serve for a
three year term.
REGISTRATION AND NOMINATION
Nomination Day for this fall election is
October 17 between 9 a.m. and 5 p.m. at the
muncipal clerk's office. If nomination
papers cannot be filled out on that day, a
person has the four days immediately
preceding to do so during office hours.
FINANCIAL TRANSACTIONS
To keep records of all contributions or ex-
penses, A chief Financial Officer (CFO) is
to be appointed. If the cnadidate so desires,
they can take on the responsibility
themselves.
As well as keeping records of all in coming
and out going tansactions, the CFO must
place the contributions in the proper cam-
paign caccounts; compelte receipts and
given them to the contributors; fil the re-
quired financial statements and the
auditor's report ont he statments with the
clerk; and value and record contributions
consisting of goods or services and give pro-
per direction bout obtianing receipts to
perons authorized to incur expenses.
With a preliminary voters list of1,791 for
the Town of Seaforth, the limit a candidate
running as mayor can spend is
$6,395.50. (Mayoral candidates are allowed a
base of $5,500 plus 50 cents per elector).
A candidate for the Town of Seaforth
Councillor can spend $4,395.50, with a base
of $3,500 and 50 cents per elector.
A school trustee can take the sme formula
but replace the number of electors (1791)
with the number of their school elelctors.
All candidates must report their expenses
by June 30 of the following year. di

NOTICE is hereby given to the Municipal Electors of the Town of Clinton,
Townships of Hullett, Colborne, Ashfield and West Wawanosh, in the Coun-
ty of Huron, that the period during which nomination papers may be filed
in the office of the Clerk for the purpose of Municipal Elections, will com-
mence THURSDAY, OCTOBER 13, 1988 and end MONDAY, OCTOBER 17,
