Johnston said the biggest problem has
been council's fear that some who receive
the subsidy may not really need it.
"I'm opposed to that, but I can support the
idea of daycare subsidies which will provide
people with the opportunity to get out and
work," Johnston said Monday.
MacKinnon said people in Huron County,
particularly in the south, have had to quit
jobs because they could not find adequate,
affordable daycare.
But under the proposal rejected Thurs-
day,. flexible hours would e arranged.
Daycare would be provided in private
homes during the hours the service is most
needed. Those homes would also be in parts
of the county where the need is greatest.
"It's certainly much cheaper to have so-
meone on a daycare subsidy than living on
welfare," MacKinnon s: d. "That's why we
brought the proposal forward,"
The guidelines developed would be easily
policed to make sure no one who could af- ,
ford to purchase childcare was being sub-
sidized, he added.
"Our proposals were aimed at the single
parent and the low wage earners."
Currently, subsidized daycare is provided
in Huron County only by Tuckersmith
Township and Wingham municipalities,
although the Town of Goderich subsidizes
spaces at a local non-profit daycare, as well
as operating a municipal day nursery.
Amonng the other concerns of council,
Johnston said, was an objection to the pro-
vincial government requirement that a full-,
time worker be hired for every 25 daycare
spaces.
"II question the need for all that
bureaucracy," said Johnston, adding he
was at least willing to see the program
through a six-month trial.
"I think it was clear to anyone in the au-
dience that some members of council had
already made up their minds about
daycare."
It was Johnston, who said some members
of council regard daycare as an un-
necessary and expensive babysitting ser-
vice, who requested the recorded vote.
Other reeves suggested at the meeting
that the county should wait' until after the
senior governments complete daycare
proposals.
But Johnston said he fears that without in-
itiating its own daycare program, which it
could review on its own terms in six months,
Huron County may now have one forced on
it by the provincial or federal government.
Voting for subsidized home daycare on a
six-month trial basis in Huron County were
Warden Robert Bell (Tuckersmith), Bee
Cooke (Clinton), Laurie Cox (Goderich
deputy), Tom Cunningham (Hullett),
Ro rt Fisher (Zurich), Douglas Fraser
(Morris), Allan Gibson (Ashfield), David
Johnston (Bayfield), Russell Kernighan
(Colborne), Bruce Machan (Wingham),
Brian McBurney (Turnberry), Ernest Snell
(E. Wawanosh).
Against were Leona Armstrong (Grey),
William Bennett (Seaforth), Cecil Cranston
(W. Wawanosh), Gerald D'Arcey (Howick),
Claire Deichert (Hay deputy), John Doherty
(Town of Goderich deputy), Lossy Fuller
(Exeter deputy), Marie Hicknell
