United Church, all decorated for Valentines
by Jean Durst. The UCW President Dores
Carnochan extended a warm welcome to
everyone.
Those present filled their plates with
various desserts and enjoyed tea and coffee.
Following dessert 15 tables of euchre and
one of crokinole got underway.

Critics have aiso argued the increasing
range and difficulty of county issues, and
the increasing sophistication of county
organizations should be acknowledged by a
longer term and greater role for the warden.
On composition and represent >tion, the
report recommends county council be com-
posed of the heads of all local municipal
councils and a municipality have at least
2,500 electors before it can have an addi-
tional county council representative - or
vote.
However, another recommendation also
would allow county councils to adopt 5,000,
7,500 or 10,000 electors as the base for en-
titlement to a second county council
represenative or vote, then using multiples
of this base number to determine entitle-
ment to any additional representation or
votes.
The committee said it believes these
recommendations provide the flexibility for
counties to adopt a formula which will best
suit their circumstances to give the most
equitable representation and voting power
on county council.
Currently in Huron County, 32 votes are
cast by the 31 councillors representing the
county's 26 municipalities. The Towns of
Goderich and Exeter have two represen-
tatives, although Goderich is allowed three
votes. Of the townships, Hay, Goderich and
Stephen all have two representatives.
The remaining 13 townships and three
towns have just one representative - the
reeve.

"You are probably looking at the year
2,000 or 2,001 before we get to" a level of ser-
vice justifying four lanes. "The traffic pro-
jected in some of our earlier studies has not
materialized."
Planners use 10,000 cars a day as a rule of
thumb for expansion to four lanes. The New
Hamburg to Stratford stretch has 6,000 to
7,000 cars while traffic west of Stratford is
3,000 to 5,000 cars a day.
An Internal government study is under-
way to determine whether expansion fits the
policy objectives of other ministries such as
tourism or industry. That study may be
"another couple months" in the making.
Gerry Browning, the ministry's regional
director in London, said the project may not
meet the traffic requirements for four lanes
but important considerations, such as
economic development, can demonstrate a
need to the cabinet and an environmental
assessment hearing.
Mr. Pillar said it can take seven to 10
years to begin construction after a decision
is made to go ahead. Construction costs
about $1 million a kilometre to expand an
existing road and up to $3 million if a new
corridor is chosen.
Mayor Ross will be meeting with the MTC
to determine what happens next.

spent on the picnic each year, while the tour-
nament is traditionally an event where
councillors pay their own way.
Colborne Township Reeve suggested com-
bining the two and asked if there were a golf
club in the county large enough to host an
event which combined the golf tournament
and picnic. The consensus, however, was
that the two would have to be held at
separate locations.
Finally, the lengthy debate was brought to
a close and the recommendation to drop the
picnic was approved by a 14-13 vote.
