CFIB tells us one way to tame the tax man

Amid the national uproar over Revenue
Canada's tax assessment "quotas," the
heavy-handed collection process and what
appears to be a general lack of common sense
and compassion, the Canadian Federation of
Independent Business has come up with what
may be a better idea.
"The problem is a real lack of checks and
balances in the system," says Federation
President John Bulloch. "Of course indivi-

duals and companies must pay the correct
amount of taxes, but they must also be
treated fairly."
Bulloch and the Federation contend that in
many cases tax assessors simply don't
understand the rules. Indeed, a flood of
letters from the organization's 64,000 mem-
bers relating to specific tax situations are now
flowing into the CFIB's headquarters.
"The assessors operate on a set of
guidelines from Revenue Canada rather than

their own knowledge "of the rules and
regulations that govern taxation," he says.
Still, Bulloch admits the tax act is so
convoluted and technical it is sometimes
incomprehensible. But he also believes that
nations tax asseessors should understand
the intricacies of the document.
"A lot of assessors are poorly trained," he
says bluntly. "For the nation's small and
medium-sized businesses, this is madden-

dollars that would cost more than the amount
owed if the case were taken to court.
As a result, the CFIB has developed a plan
that would help the public contend with the
tax department and, at the same time, weed
out the worst assessors making the'bad
decisions.
As it stands, Ottawa has introduced a
program to pay S1,000 to taxpayers who
successfully win their cases in court, but the
Federation believes this is not enough.

general meeting is the plan. Prize§ and
trophies are to be presented.
