With regards to the impact of the budget on the farm community, Mr. Cardiff expressed his regrets over the government's inaction on the issue of the Fatm Credit Corporation's special interest rate rebate program,•as well as his concern over the fact that the budget did not deal with Section 31 of the Income Tax Act. Section 31 "has been a problem for some A study investigating the possibility of boosting power from the London TV Ontario (TVO) transmitter to improve the signal to Huron County revealed that the move would be feasible. According to Bruce Read. TVO director of engineering, the power of the London transmitter will be doubled but will only increase the signal two or three miles. TVO must get approval from Canadian Radio and Television Commission (CRTC) and the Ministry of Transportation and Communica- tions before proceeding with the move. The TVO signal comes as far north as Fxnter, Mensal; and Varna. The increase in power will make reception in these areas noticeably clearer. TVO signals can only be picked up in the area through cable television or proper aerials and amplifiers. Dave Bieman, media co-ordinator with the Huron County Board of Education, said the proposed increase in power isn't a solution to most residents in Huron County as they still won't be able to pick up the signal without a cable hook-up. "It's not the solution for 'Huron County but it will help people on the fringe," Mr. Rieman said. Although M•r. Reid had no estimation of the cost to boost the power at this poynt, STACEY MARGARINE :59 He also welcomed the budget's -proposed aid to liplateowners, although he noted that the proposed Mortgage :Rate Protection Prog1am, the proposals for legislation to make? it i ill easier,.to repay mortgages are contained in White Pavers. and will have to .be legislated. . . ill -Huron said the amount would be minimal. A CRTC depision on the power increase should take approxin.tately six months. "1'm optimistic that we •will get the go-ahead, Mr. Read said of the proposal. ,TVO has also completed similar studids in Paris, Chatham and Windsor. They found it would be feasible to increaqse, power in Paris and Chatham but not in Yy indtor. Huron County has been pushing for two years to obtain the TVO broadcasting signal. Construction stabs next month on two schools Construction at two separate schools in Huron County is expected to get underway next month. The Huron -Perth Separate School Board announced at its Mar. 12 meeting that it has received Canada Works funding in the amount of S388,12.3 for additions to Precious Blood Separate School in Exeter and St. Joseph's Separate School in Clinton. "This board takes a certain amount of pleasure in being able to secure funding from the federal government," said Ron Murray of RRI, Dublin, board chairman. This i§ the board's second successful attempt to get capital funding to improve school facilities from areas other than the Ministry of Education. Last year the board applied for funding under the Canada -Ontar- io Employment Development (COED) pro- gram. Additions and renovations to Sacred Heart Separate School in Wingham are being done through that program. A press release issued by the board states, "Director of Education William Eckert, in his statement from May 10, 1983 indicated that the board's sincere attempts to improve facilities.for ourupils, through the request of Ministry capital grants has not been successful." The additions and renovations at the Exeter and Clinton schools is estimated at $700,000. Both schools will be getting gymnasiums with a stage and change rooms, library rooms, special education areas. improved administration areas. health -assessment rooms and sufficient classroom space to eliminate outside portable classrooms.
