Love For it Very Special Child -
4'Meeting was held quite far from earth,
"It's time again for another birth."
said the angels to the Lord above.
"This special child will need much love.
His progress may seem very slow,
AccomttlishMents,he may not show,
and he'll require extra care from the folks
he meets way down; there.
"He play not run or laugh or play,
His thoughts may seem quite far away
In many ways he won't adapt.
And; he'll be known as handicapped.
"So let's be careful where he's sent,
We Avant his life to be content.
Please, Lord, find the parents who
Will do a special job for You. •
"They will not realize right away,
The leading role they're asked to play,
But with this child sent from above,
Comes stronger faith and richer love.
"And soon they'll know the privilege given
In caring for this human gift from Heaven
This precious charge, so meek and mild
is God's uniquely special child!"
There is a great number of special children
in the • world today, all handicapped in
different ways. Some were ' born with a
handicap such as a learning .disability or
physical handicap while others acquired their
disability .through accidents or illnesses.
Whatever the situatiop, you can be sure that
most "slow" children and adults give it their
best shot to overcome their physical disabili-
ties by living as normal a life as possible.
However, for someone who is disabled in
one way or another, his/her normal life
differs to a certain degree from what we
would define rs normal. Unlike many people
who awake in the morning to an alarm clock or
a wake•up call, a deaf person must find other
means to wake themselves. Instead of
walking to schooi or standing at the end of the
lane to catch the bus. a child who is unable to
use his/her legs must find another means of
getting to school.
These children are not "different" as we
like to believe. but they live the life, the
normal life, that they are accustomed to.
Actually as the poem says, these people are
-very special because; they have the Strength.
and courage to live a iife similar to the lives of
o thers. And, this is not an easy thing to do.
Whether we believe thattheyare special or
we believe they : are :.different?. , < row•

d og. we tend to feel sorry' for him/her and
eact differentlytowards him/her than we
Id anyone else.
Some people shy away from peoplet'tuith
isabilities because they don't know how' to
act around them. Others bend over b'ack-
ards to help the disabled. This is an; act of
caring" but in reality the disabled are
generally able to care for themselves.
"Slow" petaple are not only -'people with
physical disabilities. Many children ,have
learning disabilities when they are young and
are labelled as being "stupid" or slow by

No master What it is that slows people
.. down,,,you can bet that they work to overcome
their probl`ems.. 'However, they may need
•help, not the physical help that you may want
- to offers: but just love, patience and
understanding.
Loving ,parents help a slow or disabled
child by being proud of every one of his/her
• accomplishments. _ They must understand
-that this special child may. not develop at the
sante rote as other children, but will.grow up
soon enough just the same. A special child is
able to 'lave, laugh and learn. He/she
appreciates the simple things in life.

appreciated so much. •

disabled people who are obviously having
difficulties, but it is not always necessary to
do`everythingfor them. They are people, and
they are capable of doing things that we often.

The complete text of the Commission's proposals and the resolution of the
Legislative Assembly appear in the Ontario Gazette of Feb. 11, 1984.
Rules of procedure governing public sittings of the Ontario Electoral Boun-
daries Commission 1983 for the hearing of representations or objections by
interested parties, in accordance with the resolution of the Legislative
Assembly.
1. Notice of public sittings of the Commission shall be published in the
Ontario Gazette together with the proposals of the Commission for the
redistribution of electoral boundaries at least 42 calendar days prior to the
public sittings to which the proposals apply.
2. At any public sitting of the Commission, representations or objections
from interested parties will be heard and considered to the extent that they app-
ly to the Commission's proposals relating to the electoral districts for which
the sining is held; any decision on relevance shall rest with the Commission.
3. Representations or objections may be made orally or in writing. or both.
4. Subject to Rule 6, the Commission will hear representations or objections
only from those interested individuals or groups who have signified their in-
tention to make them by lodging written notice with the Commission within
23 calendar days from the date of the -publication of this advertisement and
such notice shall state the place and time of the sitting at which they propose
to be heard.
5. Representations or objections on behalf of associations or groups shall be
made by one person.
6. The Commission in its discretion may receive and consider at any public
sitting relevant representations from any Member of the.Legislature who ap-
pears in person, whether or not the Member has complied with the require-
ment for notice in Rule 4,
7. if it appears to the Commission that all the relevant representations and
objections -cannot be made during the time allotted for public sittings in any
advertised place. sittings may be adjourned or postponed and the Commis-
sion shallgive such oral or written public notice of their resumption as it con -
Siders adequate in the circumstances.
& if no notice is lodged in accordance with Rule 4, asin ing may be cancell-
ed at the discretion of the Commission.
9. The notice required by Ruled shall be addressed to:
