Federal governnt'ent legislation allows With souses of• a fatally to have a RRSP, even it one of them is a• fulltifnethome•rnaker • and therefore;does not have earned iucone. The breadwinner' of the couple is allowed to uste, hist,; orher, earned income to make taut deductible -contributions to . a RRSP registered itt the name of the other spouse. Of course„ the contribution limits apply Whether or not the'RRSP is- in the name of either spouse. For example, if you are Self-employed or work for a company which doesn't have apension plan, you may contribute up to _the lesser of. 20 per cent of your earned income or $5,500 during each' taxation year. Of, if you belong to a contributory company pension plan you may contribute up to the • lesser of 20 per cent of Our ,earned income Or$3,500 -;but less the amount thae'you ;contributed to that company pension plan. Art important. point to remember is that a spousal RRSP has to: be registered in the name of the spouse, either husband or wife, and is the property of that sppuse. This rule applies regardless of who made the contributions to the plan. -The objective. of a spousal RRSP is to spread the family's taxable income during retirement years. If one spouse has $30,000 of annual income during retirement and the other spouse only $10,000, the total tax burden will be heavier than if each spouse had 520,000 of income. When a spousal RRSP plan matures and is MURRAY: Tom and Brenda (Watkin) are pleased to announce the safe arrival of Thomas Drew on Feb. 20 at Victoria Hospital, London. (Hundertmark photo) amily taxes converted into art annuity or a..>Re lstered Retirement Income Fund (RRIF), the registered ownerican enjoy two tax benefits. First, if your spouse has reached age 65 she "or he will: be able to claim the first $1,000 of income derived from the RRSP funds as an income tax deduction. It is called the pension income exemption. , Second, if a spouse has enough income to de taxable (after claiming her/his eligible eductions/ including the $1,000•ppension income extLntption) she/he will probably ay income tax at a lower rate than the other partner••— if he/she is receiving the benefits om a company pension plan plus the funds from his/her own RRSP. If .both the husband and wife have work careers and thus have earned income;; each is able to set up a personal RRSP up to the annual contribution limits. But either one also can set up a RRSP for the other spouse. Let us suppose the husband has' a contribution limit of $3,500 for the 1983 taxation year and the wife has a contribution limit of $1,500 for that same year, Any amount up to that total of $5,000, may be contributed to either your own or your spouse's RRSP — or a combination of both. Your main consideration. should be to reduce your total family taxes. There is the immediate benefit; of course, of claiming your RRSP contributions as a non-taxable item in your Income Tax Return. That eases your tax load each year that you purchase a RRSP. And down the road, when you are living in retirement, your family's total income tax burden will be lighter if you have a spousal RRSP. You owe it to'yourselves to pay as little tax as possible. :Heart fund near the top "Heart Month" in Canada is nearly over for another year and the Huron Chapter of Canadian Heart Fund, Ontario Division said the campaign is . going verywell according to the area captains. The mild weather° has been a blessing to the canvassers as they make their calls on the country roads and on town sidewalks. Pat Whelan, campaign chairman reports a particularly enthusiastic donation made by a Brussels.resident in the amount of 550 and challenge to match all other 550. donations made by residents of that community. • "With this kind of spirit which is typical of Huron residents, I am confident that the chapter's goal Qf $38000 will be reached and hopefully exceeded," he said. "The success of this campaign dictates what progress medical science will make in its fight against heart disease and stroke." Anyone not at home when the canvasser calls may send their- donation to: Huron Chapter Ontario Heart Foundation, c/o Lloyd Rowat, Treasurer, 25 Church Street, Seaforth, Ontario. Bean and corn producers get payments The Agriculture and Food Minister Dennis Timbrell announced that recommendations were made by the Ontario Farm Income Stabilization Commission for payments to white bean producers of 524.12 per tonne and 51.74 per tonne for corn .producers covered by 1982 plans. The white bean payment to 732 producers will total S72.8,324. The Ontario Government pays two-thirdsof the proglam or $532,216. Eligible white bean producers will not have to'submit application forms to receive ppaayment. The Ontario Bean Producers' MarketingBoard will certify tonnes sold by each producer registered in .the white bean plan. Additional information about the payment will be mailed to producers. The new level of support for corn will take the total 1982 corn payment to 58.6 million of which 55.8 million is the Ontario govern- ment's two-thirds share. The additional corn payment comes as a result of revised price calculations conducted under the federal Agricultural Stabilization Act. Since Ontario's payments must be based on the same calculations, the Ontario Farm Income Stabilization Commission is recom- mending. the additional 51.74 payment to bring the total 1982 cornpayment to $5.71 per tonne. The earlier 53.97 per tonne payment was announced last November. Producers who have already applied for 1982-83 corn paytpent will not 'have to reapply for the additional payment. They will automatically receive a cheque for the 51.74 per tonne. About 2,500 of the total 5,200 registered .producers have already submitted applications; the remainder must still apply for their Ontario payment. Registered producers will receive additional lnforrpation concerning the payment in the GRAIN COttN`CROP The Agriculture Minister Eugene Whelan also announced a support payment of 54.48 per tonne to be made to grain corn producers under the Agricultural Stabilization Act. The Minister announced last fall that no payments would be made for grain corn marketed during the last crop year. However, based on revised data provided by Statistics Canada. the Agricultural Stabiliza- tion Board calculated a new support price and a new annual average market price for the 1982-83 crop. Accordingly, at the 90 oar cent sunnort Level, a suppprice of 5114,86 Petonne was established-ortAs the average produrcer price was calculated at 5110.38 per tonne, a defidency payment of 54,48 per tonne will be made to producers. Total payment to producers is estimated to be 514.8 million. Almost 80 per cent of the Canadian grain corn crop is grown in Ontario. Claim forms will be sent directly to producers who received payments under the 1980 Federal Grain Embargo Compensation Program. Other producers can obtain forms from federal and provincial agriculture offices in their area and from the Agricultur- al Stabilization Board, Agriculture Canada Ottawa, K1A 007.
