ass • JAN10.4R;' '0984 — AS BY JACK RIDDELL i ' Liberal leader David Peterson and Health • Colitic Sheila Copps recently made a presentation to the Canadian Medical Association Task Force entitled "Options fpr Living", which I would like to summarize for you. Ontario is currently home to 9Q0,000 elderly people. By €he year 2000 this nuinber will rise to 1.4 million. These people need a choice of options for living which will ensure they have opportunities for continued self sufficiency and satisfaction. Will such options be available as Ontario's population ages? The' present record does not provide grounds for hope. A 1981 Ontario Economic Council study outlines our grim position compared withpther provinces in terms of the number and percentage of aged persons in various types of institutions, - using 1976 data. Ontario placed eighth with 8.9 per cent of its population aged 65 or over in hospital, special care of mental •health facilities. ONluc 17 The study, also revealed that the percent- age of such people in nursing home-residen- ' tial• living arrangements was, 6.5 per .,sent compared to; ;4' in England and Wales and S,. per cent in the U.S.UCanada has one of: the. highest levels of admission to hospital settings per •1.0,000 population in the World, according to a 1980 World Health Organiza- tion study. WAITING LISTS Gone might expect the preceding facts to indicate that elderly Ontarians have their health care needs provided for .mere than adequately. Yet the three main types - of long-term care facilities (homes for the aged, nursing homes and long term care beds' in hospitals) are subject to long waiting,. lists.; Latest available Ministry figures leveat numerous outstanding appl cattjons for ad- mission for: fiscal 1981/82. Charitable homes for the aged reported outstandings appllca- lions totalling 3,138 across Ontariowhile municipal homes reported, 2,800 outstanding applications. . JANSJE VAN ROOiJEN Mrs. Jansje (Joao) Van Rooijen ,of James Street, Seaforth, died at the Seaforth Community Hospital on Friday, Jan. 20. She was 74. Surviving besides her husband Hank are two sons, John, of Waterloo and Joe of Kingston, two daughters, Sharon, Mrs. Arie Verhoef of Clinton and Janneke, Mrs. Jim Murray of Seaforth Also surviving are six Seaforth man • is new lodge master grandchildren, two brothers and one sister. Mrs. Van Rooijen was predeceased by tiro sisters and two brothers. Funeral service was held from the - Whitney-Ribey Funeral Home, Seafortli. on Monday, Jan. 23. • Spring interment 111ait- landbank Cemetery, Seaforth. Expressions of sympathy may be made to the Seaforth Hospital Auxiliaries Telephone Fund. Aieither the Health Ministry nor the - Ontario Nursing Home Association could provide information of waiting lists forltlt same, time period. Numbers of persons, awaiting chronic care beds are not really available from the Ontario Hospital Assoela- tion. However, District Health Council records provide regional` estimates which serve -(W approximate indicators of a saturated' system. Durham Region, as of August 1983, reported• 478 people awaiting placement, Hamilton -Wentworth reported 436. Ottaw'g ti Carleton (where 10 per cent of a 550 0110 population are elderly) reported an astonialp ing 761. A Long -Term Care Needs Commit ,tee of the Hospital. Council of Metro Toro "to, in a 1980 study, projected a short fal ;of 2;350 long-term care beds in 1985 and 3 3.0 in -1990. Clearly, despite. Ontario's rate of institu- —tionalization, many elderly people are On` long waiting lists for a coveted spot in; institutionalized life., Why is this so? What. are the options? 4' A BACKED -UP SYSTEM For example, a glimpse of inappropriately placed patients in acute care beds indicates a• system which'has lost its ability to provide. appropriate care for those it seeks to serve. Latest 1983 Ontario Hospital Council figures were developed from a one day survey of - Toronto hospitals in April. 13.9•' per cent ,Of patients in acute care beds (approximately 1,000 patients) were found to be inappro- priately placed. This has detrimental effects.. on the allocation of extended care, chronic care beds and home support services. It has become apparent. through cnroner's inquests, advocacy organizations and COM' plaiuts of family m embers that .many elderly are inappropriately placed. This prciblem of b►appropriate allocation its the result of two issues reimbursem@ntl and levels of care Tomo FUNDS REALITY In Ontario, ' there are ','29,206, licensed nursing h .tfte beds - providing extended and chronic levels:of caro,.
