investing

A reader of this column wrote recently
asking for advice on 'how best to invest
savings of $10,000 a year she and her
husband intend to make during the next• six
years.
To protect her privacy, welt call her Mrs.
Smith. Her husband is in the armed forces
and they're now living in one of the Atlantic
provinces.
Mrs. Smith reports her husband's annual
income is about 525.000 while she earns
510,000 a year from work she does outside
the home. They live in a rented house. Mrs.
Smith didn't mention whether they have
children. but with obvious pleasure she says
this is the first year since their marriage that
they're completely debt -free.
In fact, they have 510.000 of financial
reserves in the form of Canada Savings
Bonds.
Because they now don't have any
outstanding hills and lead what Mrs. Smith
terms a simple lifestyle, she says they are
fully capable of saving 510.000 a year out of
their total gross income of 535.000 a year.
Their objective is to accumulate at least
560,000 over the next six years as the
husband intends to retire from the forces
when he reaches age 45 in seven years.
What is veru heartening about Mrs.
Smith's letter is that 6 reveals the couple are
living well within their means. As well, they
appear to he determined to manage their
financial affairs according to a plan. They
have set a specific savings objective.
When it comes to giving the Smiths advice
on how best to invest their 510,000 a year
savings, one would want to know a great
deal more information than was in Mrs•
Smith's letter.
For example, does Mr..Smith intend to
retire completely from the work force and
pursue tome personal hobby when he leaves
the -forces on reaching 45?' Perhaps he could
afford to as he probably will get a military
pension of about 515.000 a year, and that
pension will be indexed for inflation. But
only if Mrs. Smith continues to earn 510,000
a year.
Thus, they'd have a combined income of
525.000 a year. That's what they're living on
today. when you subtract the 510,000
savings they're making nut of their total
gross income of 535,000.
(One advantage Mr. Smith -will enjoy if he
receives pension income is that 51.000 of it
qualifies as an annual tax exemption.)
However. if Mr. Smith is still in good
health at age 45 and has certain knowledge
or skills to offer. he might want to consider
embarking on a "civvv street" career. He
should have 20 years' earning capacity still
in him until be reaches the trgditional
retirement age of 65.
If he adopts that course of action he should
s.riously consider rolling over into a
Registered Retirement Savings Plan all of
his 515,000 -a -year armed forces pension.
None of that money will be taxable as long as
it is a direct ro)t.over. That is to say. the
money is. paid direct by the federal
graveravnent to the financial institution
handlifig Mr. Smith's RRSP program. But in
that case he cannot claim any pension
income exemption until he reaches the age
of 60.
it should he noted that the contribution
limits which generally apply to RRSPs do not
apply to pension income roll-overs.
Mr. Smith could accumulate a very
sizeable amount of money in his RRSP
pmgram over the years as the pension
contributions would rise in pace with
inflation. and the income his RRSP earned
would compound on a tax-free basis.
