Ausable-Bayfield Conservation Authority
seeking reduction in water pollution
The Ausable-hayfield Conservation Au•
thority in cooperation with the Ontario
Ministry of the Environment is continuing its
program to reduce water pollution from
livestock operations. •
The primary purpose of the program is to
provide technical assistance to farmers
interested in reducing water pollution from
manure and agricultural sources, The
Ausable-Bayfield Conservation Authority is
also continuing Its investigation of the effect
of agriculture on water quality.
The program follows studies conducted
during 1982 and 1983 where farms having
potential for manure pollution were identi-
fied from air ,photographs and ground
truthing surveys, An educational package
describing proper manure management.

control runoff or prevent pollution was
distributed to each farm identified as having
pollution potential. The educational package
also included a questionnaire to determine
the awareness of the farm community to
agricultural pollution and to determine the
reasons farmers were not using measures
that would reduce agricultural pollution.
Economic reasons were cited by farmers
as a major factor limiting the use of pollution

those requesting this service. Financial
assistance may be available through the

of manure storage facilities up to a
maximum of 55,000.00 per farm operation
are available for qualifying projects,
As a result of intensive water sampling
conducted during 1983 in the Thames River
Watershed north of Woodstock that drains
into the Gordon Pittock Reservoir, agricut•
tura) drains and tiles were implicated as
significant sources of pollution and disease•
causing bacteria.

water quality as well as other agricultural

Milk marketings up in June
Total milk marketings were 0.3 pdr cent
higher in June, 1984 than they were in June,
1983.
Total monthly marketings have been
higher, compared to the same month last
year, every month since December. The
relative increase peaked at 3.7 per cent in
February and has diminished steadily since
then, Recent month -over -month differences
were 2,9, 1.7• and 1.5 per cent 'for March,
April and May, respectively.
Based on the most recent information
available, the current estimate of provincial
utilization of MSQ for the dairy year^is 102.8
per cent.
The estimate includes the following
factors and assumptions; actual marketings
from August 1983 to June 1984; forecasting
total milk supplies in July to be. plus 0.3 per
cent compared to last year; assuming fluid
sales for the current dairy year to be 1.5 per
cent higher than last year and; assuming 98
per cent utilization of cream quota.
(Utilization of cream quota has previously
been projected at 100 per cent. Based on
marketings to the end of June and expected
July shipments, it appears as though all of
the provincial quota allotted for cream
production may not be filled.)
With only one month remaining in the
dairy year, this estimate should be fairly
accurate. However, the final figure will vary
based on steps individual producers take to
further adjust their production in July.
As indicated' last month, the quota system
is expected to be somewhat looser at the end
of this dairy year than if was at the end of the
last 'dairy year. With the production trend
oontinuing tp slacken and domestic require-
ments presently expected to be up some-
where between two and 2.5 per cent over last
dairy year, prospects remain encouraging
for over -quota levy refunds on small
amounts of over -quota production at the end
of this dairy year.
Unfortunately, it is still too soon to put any
figures on the amount or size of any potential
refund at this stage. The extent of any
refunds will not be known until after the end
of the dairyy year when the final figures on
production and consumption are known,'
While producers need ..not be overly
captious about shipping relatively small
amounts of over -quota milk, producers in a
position to ship large amounts of over -quota
milk remain strongly advised to bring their
production more closely in line with their
quota holdings. Ui.D MARKET
On a sales day adjusted basis fluid sales
decreased by 2.1 per cent in June compared
to June 1983. This follows a month -over -
month decrease of 0,8 per cent in May and
an increase of 0.8 per cent in April.
The strong trend in fluid sales witnessed
earlier in the year seems to have lost its
momentum. Regardless, fluid sales for the
dairy year should end up about 1.5 per cent
higher than during the 1982/83- dairy year.

continues says specialist

detection of their spread and adequate
control.
To monitor these potential new weed
problems for farmers, the'•Ontario Ministry of
Agriculture and Food operates 'the Weed
Alert Program each summer.

into the Parkhill Reservoir, The Reservoir is
used for public swimming and is the major
source of water flowing into Grand Bend
where significant bacterial contamination
occurred during the 1983 summer season
and resulted in beach closures.
The Conservation Authority encourages
farm operators to contact the Authority for
more information, but in addition the
Conservation Authority may take the
initiative and contact farm operators them-

More farmers are taking advantage of the
federal -provincial crop insurance program.
Nearly 120,000 farmers are forecast to
participate In the 1984-85 crop insurance
program, up from the 115,000 enrolled in the
ast crop .year.
Preliminary figures show nearly 14.5

million hectares of crops will be insured for
more than $3.4 billion,
Crop insurancerotects producers from
crop Tosses due fo natural hazards. Pro-
ducers, provincial governments and the
federal government share costs under this
program. This year the federal government is
expected to contribute about $160 million.
Agriculture is important
election issue, says OFA
Agriculture issues must be debated
during the federal election campaign, said
the president of the Ontario Federation of
Agriculture.
"If we are to choose the best candidates,
and select the best party to lead us towards
1990, then we need to be informed on topics
of national importance. Agriculture is one of
those topics,' said Harry Pelissero.
The OFA will be contacting major political
parties, and the county federations of
agriculture will be contacting all candidates
in rural ridings, and questioning them on the
OFA's "agricultural Issues platform The
platform includes: changes to Section 31 of
the Income Tax Act; abolition of capital
gains tax on the sale of a farm; establishing a
three+party stabilization program; introduc-
ing agri•bonds to provide farm credit at
reasonable rates; dropping excise taxes on
farm fuels, fertilizer and natural gas; giving
commodity groups the tight to organize the
marketing system of the producers' choice;
expansion of the Farm Credit Corporation's
budget; and protection for farmers from
processor bankruptcy.
The county federations should develop
local election platforms based on the OFA's,
he saki, and ensure that the candidates and
voters in their ridings become familiar with
the details,

from candidates and parties to act on our
concerns and will give voters an opportunity
to judge the party with the best agricultural
' policies•"
