"Cautious" is the word used by provincial
agriculture minister Jack Riddell when
mentioning Canada's free trade discussions
with the United States.
The MPP for Huron -Middlesex was the
guest speaker at the Perth Federation of
Agriculture's annual meeting on October 8 in
K irkton.
"I feel we should be very cautious in our
approach to free trade," said the agriculture
minister, "Free trade hasn't been given a
definition. Does it mean fair trade or does it
mean smoother trade?
He did know that any form of free trade
could "impact severely on certain sectors" in
the agriculture industry.
"W had fairly free trade with beef and
pork," acknowledged Mr. Riddell.
Those industries in supply management,
particularly dairy and feather, could be most
affected by negotiations said the agriculture
minister. The United States looks on
marketing boards as protectionism, he said.
However, the provincial government is
undertaking a study, sector by sector, to see
what the effects of free trade would be. And if
there are ill effects, Mr. Riddell said he would
speak against free trade in ,"a loud voice."
Agriculture isn't the only industry affected
by free trade negotiations. Mr. Riddell said
the loss of the autopact, which regulates car
sales between Canada and its trading .
partners, could mean the loss of jobs for
thousands of Ontarians.
Although Ontario Premier David Peterson
was intially the only provincial premier
viewing free trade negatively, Mr. Riddell
said other premiers are starting to take a
cautious view.
Meanwhile, the agriculture minister has
concerns for the family farm.
"There are a lot of family farms in this
province inv8lved in red meat production.
Stabilization will definitely be a help to them,
And I just want to be sure this help comes
sooner rather than later," said Mr. Riddell.
One of the ways government can help is
through marketing, and in a big way, said the
Huron County farmer,
"My ministry has an aggressive program
of marketing in place. And it has paid off
handsomely. Over the past dozen years,
Ontario exports have grown from around
$400 million a year to the $2 billion mark," he
said.
.KEY TO SUCCESS
Mr. Riddell said trade missions are the key
to the province's marketing success. This.
year, 250 Ontario companies will be going on
35 trade missions to about 50 foreign
markets. Later this month, Mr. Riddell will
be leading just such a trade mission to the
United Kingdom, Belgium and Spain.
"Specifically in the export area, I will be
talking about commodities such as white
beans, grain corn and sweet corn," he said,
The agriculture minister hinted he will be
announcing a policy shortly which he sees as
protecting the farmers' right to farm. He told
of a Guelph area incident where a fanner was
almost taken to court because he had his corn
dryer on at night. The complainant was the
farmer's neighbor.
Farmers should have the right to farm, said
Mr. Riddell.
Other instances abound where farmers
need protection. A common one is former city
dwellers moving out to the country then
complaining about odors. Particularly ma-
nure that has been spread on the fields. The
agriculture minister also wants to see fewer
farm severances.
"I tell you, if I can get this through cabinet,
you're going to see a lot of changes," said the
agriculture minister.
He warned farmers to watch for this policy
statement which could be incorporated into
the planning act.
