Education Is
Every Child's Right!
1985 is A landmark year for special education in
Ontario. As of September 1, all students with special
needs have the right to an education program
appropriate to their individual needs and abilities - a
big step forward for our children, for our school boards,
for our teachers, and for all those who believe in
equality of educational opportunity.
During the last five years, Ontario school boards,
teacher education institutions, teachers, and
administrators have worked together to make this goal
a reality.
Contact your local school board to find out about
special education programs and services available in
your area.
Education is every child's right,
and everyone's responsibility.

Negotiation meeting set
The Perth County board of education, its
elementary school teachers and fact finder
Dr. William Marcotte of Toronto will meet
October 2 in Stratford.
Dr. Marcotte was appointed fact finder last
week, after the school board and the
elementary school teachers failed to reach an
agreement for the 1985-86 school year. The
fact finder, appointed by the education
relations commission if the two sides have not
reached an agreement by September 1 of any
school year as collective agreements expire
August 31.
Howard Shantz. chairman of the salary
negotiating committee for the school board
said both sides have to prepare briefs for the
fact finder.
The teachers' negotiator. Ron Marion of
St. Marys, said the fact finder makes
recommendations that, while not binding
hopefully lead to a settlement.
Mr. Marion said Dr. Marcotte has until
October 15 to prepare a report to be given to
both the teachers and the hoards. There is a
black out on that report for 15 days. Mr.
Marion said October30 will be the earliest the
public will find out what is in the fact finder's
report.
Dr. Marcotte has an independent practice
as a mediator and arbitrator in labor
relations. Previously, he was a senior
consultant in industrial relations with Woods
Gordon. '
He has previously done some fact-finding
for Oxford elementary and secondary and the
Waterloo Roman Catholic separate school
board,
In other negotiating business, Mr. Shantz
said his committee will be meeting with the
secondary school teachers on Wednesday
September 18. The secondary school leachers
have been without a contract since August 31,
1984.
"We're certainly hoping to make some
progress," said Mr. Shantz.
"We're looking fora settlement as much ai
anyone," he said.
