Golf began as a casual competition
Every sport or game seems to start out
quite simply, as a "you can do this but you
can't do that" format. However, as games
and sports become competitive (as we
humans inevitably make them so), things
become a little more complicated. Golf is
certainly no exception. In its original format,
golf was a very casual sport. There were no
set rules as to the number of holes to play or
the par of the holes, and the rules amounted
to one simple statement -- play the ball
where it lies and count the total number of
strokes taken to complete the designated
- course. Sometimes I wish we could go back to
the basics and forget the extensive rules that
have evolved over the centuries.
Since this is unlikely, I have tried to take
time and familiarize myself with the rules of
golf, by reading rule books, manuals, and
attending rules seminars and clinics. Some of
the rules are quite understandable - others .. ,

well, did you know for instance??'
If your golf ball ricochets off an object and
comes back and hits you, your caddy, or any
part of your equipment, you incur a two
stroke penalty. Now I. dont know whether
that is adding insult to injury or injury to
insult. If you happen to be playing in' team
competition, eg. with a partner, or more than
one partner the same penalty applies if your
ball hits them, their caddy, or their equip-
ment. So remember to park your clubs and
carts well out of the way... just in case.
Did you know you cannot have protection
from the elements when making a shot. For

instance if it is raining your caddy cannot hold
the umbrella over you while you putt. We
experienced a minor calamity out here this
spring when some golfers were out in the rain
and one of the gentlemen was proving that
chivalry is not dead. He was holding the
umbrella for his partner while she made the
shot. Well she wasn't putting and the
gentleman ended up with stitches in his head
instead of the two stroke penalty.

Dressing for the part
to presenting a blanket to the owners of one of
the winning horses, Mr. Ross took a turn
working as a chauffeur.
He had borrowed a specially -equipped bus
from Sherwood Transportation in Goderich,
to allow Alfie Dale and his wife Loreen to
attend the races.
The bus was donated, said Mr. Ross, "and
we were grateful for it."
No day at the races is complete 'without a
little wagering. You can bet there was plenty
of that going on.
Judging by the size of the crowd's moan
after each race - not to mention the sound of
losing tickets being shredded - it would
probably be fair to say there weren't a lot of
big winners, however.
One of those who bet - and lost - fairly
consistently was Gerald Mustard of Clinton.
"It's getting easier to walk down there (to
the betting windows) all the time," said Mr.
Mustard. `My pockets are getting lighter
and lighter."

Sunday was Seaforth Day at the Clinton
Race -track. As befits such an occasion, much
in evidence were an abundance of the
afore -mentioned clothing styles, as well as a
virtual forest of cigars - especially the cheap
kind.
There were people too, of course. At times
it seemed half of Seaforth was there, despite
the crummy weather.
And was the weather crummy. It had
rained heavily earlier in the day, which in
combination with the lightning and raucous
thunder, had created an atmosphere best.
suited to a Munisters' reunion. It all cleared
up by mid-afternoon, though.
Different groups from Seaforth had spon-
sored the 11 races. The sponsors included the
Legion, one of the town's gas stations, an
insurance company and many others.
Mayor Alf Ross was there too. In addition

RENT
KEVIEW
New rent review legislation planned by the Government of
Ontario means that the responsibilities of landlords and
tenants will be changed retroactive to August 1, 1985.
As of that clay, a rent review guideline of 4% is to apply to
most apartment buildings, and rented townhouses, duplexes,
condominiums and individual dwellings such as houses.
Other specifics include:
• Under rent review, landlords may increase rents up to a specified limit
without applying for a review of the proposed new rent. However, if
the tenant objects to the proposed increase -even if it is below the
specified limit -be or she may also apply for a review.
Until August 1st, 1985, a 6% rent review guideline covered most private
rental accommodation except units occupied after 1975 and certain
units renting for $750 a month or more.
• Retroactive to August 1st, 1985, a 4a/o rent review guideline is to cover
all private rental units including those occupied after 1975 and
those renting for more than $ 750 a month.
• Until the legislation is in place landlords can legally collect a 6 per cent
increase. However, provision will be made for the payment of rebates to
tenants of any amount over 4 per cent, unless a higher increase can be
justified in a rent review hearing. Accordingly, all landlords are being
asked to voluntarily comply with the 4 per cent limit in order to avoid a
time-consuming rebate process.

the new legislation will affect you,
