FAMILY It's all over at least for now TILL WEDNESDAY by Larry Till News flash: The caper mentioned in last week's column is history. Thanks to our nameless blonde, it's all over. On to bigger and better things, One of the jobs most starting reporters have to do is cover council meetings. This includesmunicipal councils, PUC, township meetings and so on. Since starting here in Seaforth, I've done a couple of those. To tell you the truth, I don't really mind it that much. Not only do I see newspapers as responsible for giving their readers that kind of important information. but it also allows the reporter to witness democracy in action, of sorts. There's one disturbing trend common to most of these meetings, I've discovered, and it may well. be the reason why (a). there's so little accurate reporting about them, and (b) why public turnout is never really very good. The problem is with the councillors themselves. For the most part, they all know each other very well - and very often know their constituencies (and constituents) on au equally intimate basis. That's not the problem. • The problem is their chuminess with each other tends to cause them to behave as something of a clique. They talk to each other in a kind of inner -circle shorthand, with which outsiders often are not as familiar. In all fairness, they may not even realize they're doing it most of the time. They spend so much time together it doesn't even occur to them they're lapsing into it. I'm talking about the kind of discussion when all of a sudden, one of the councillors will say something like, "Why don't we just ask Fred (or Ethel) for his (or her) opinion?" It's bad enough when they refer to each other by their first names (although in most cases the observer can figure out who's who by paying close attention), But it really compli- cates the situation immeasurably when the Fred (or the Ethel) to whom they refer is somebody from outside the council. Who is this'person? Why seek their input? I realize I'm fairly new at this whole thing, but it seems to me the problem goes deeper than that: To anybody unfamiliar with either council procedure or the workings of the municipal government at hand, such discus- sion would like prove to be nothing more than confusing, and ultimately boring, Councillors should remember they're not just in it for themselves. They're supposed to provide a service, and be answerable both to the people who elected them and to all their ratepayers.
