Ottawa, July 23. --Replying to Mr,
Rocha of Halifax, the Premier stat-
ed in the House yesterday that the
Government did net find in 1896 on
assuming office that a contract, had
been signed by the Government or by
any alinieter on its behalf with the
Mows. Allen for a twenty or twen-
ty -ono knot service between Canada
and Great Britain. Neither had any
Order -in -Council been approved au-
thorizing. such a contract. A tender
for'225,000 pounds sterling for a
mail service had been made by
Messrs. Allen, but they placed a con-
struction on the terms and condi-
tions of the tenders inconsistent with
the public advertisement.

Mr. Borden brought up the delay
in bringing down the Government
policy on the Grand Trunk Pacific
Railway. Ito said tho Government
should state that it was not intend-
ed to deal with tho question this
session or present its policy to Par-
liament forthwith.
Sir Wilfrid Laurier said the delay
was duo to the tactics of the • Oppo-
sition in strongly opposing the es-
timates and minor measures. The
Government had supplied the House
with business. The Redistribution

row (Thursday), and the Grand
Trunk resolutions would in all prob-
ability be submitted to the House

knowing that the latter intended to
sell it to the Government. The trans-
action was completed towards the
end of November of .tho same year
by Jr. Johnston, when the balance
of the purchase money was paid. Tho
price paid, Mr. Loy declared, was
about to the market value at the
time.
Hon. Mr. Sutherland and Hon. Mr.
Tarto exonerated Mr. Roy, but Mr.
Monk refused to withdraw the mo-
tion, which was carried.

Kid's bill respecting offences in con-
nection with trade and breaches of
conduct obtained its third reading in
