TtW CANADA TEMPERANCE ACT.
Questions and Answers concerning the Canada
Temperance 'Act andits amendments.
1,---1e the Canada Temperance Acta prohibitory measure?
.Answer. --Yes no license for the retail saleof liquor can be grant-
ed in a county that has adopted the Act except for medicinal, sacra-
mental or manufacturing purposes;
2.—Does it apply to every, municipality in the eountyP *
Answer,—Yes. It affects all towns, villages and townships alike
and cannot be adopted in one without the others, Cities atone are an
exception to this'provieion,
3 —In places that have carried Local Option what is the effect ?
Answer.—Whale the C. T. A, is is force Local. Option .is suspended
but not repealed, and in case the Cc, T. A. should be repealed the Local
Option By-law comes back automatically and remains in force until
repealed under the same terms upon which, it was carried.
4. ---How can the' C, T. A. be secured ?
.Answer,—A petition of 25 per cent.. of all persona qualified to vote.
at a Dominion Parliamentary election must be secured, a special elec-
tion held, and if a majority of the votes cast are in favor of the Aet
the law comes into force at the beginning of the license year, provid-
ing the vote is taken before November ist of tile preceding year,
5.—'Who may vote on the 0. T. A..?
Answer.' -.Those qualified' to vote at a Dominion Election which
includes parts one and three of the Municipal net. Women do not
vote nor can they sign the petition.
a. ---Who will enforce the C. T. A. ?
Answer.—The Ontario Government have special clauses in the On-
tario Liquor Act which apply to the enforcement of the 0, T. A.
and the same officers as enforce the present liquor laws will enforce.
the C. T. A. The Ontario Government have promised the sante rigid
enforcement to the C. T. A. as there is now given to no Iieense muni
cipalitiee.
7. --Can the County Council appoint Inspectors?
.A.newer.: Yes, The County Council or the Municipal Council or
both may appoint officers to enforce the 0. T. A.'
8. ---Can Liquor he shipped into. a C. T. A. County ?
Anwer.—Yee, But it must be bought and paid for outside the
County and only used for home consumption. The Act has been_re,
cently amended in this regard and is very strict.
8. --What are the penalties for violating the C. T, A. ?
Anwer.—The magistrate shall impose a fine of not less than $50.00
or send the person to jail for one month for the first offence. For the
second offence he can either impose a fine of $100.00 or send the person
to jail for two months. For a third offence the penalty is four months
in jail without the option of a fine.
The employer and the employee are equally responsible and liable
to be fined.
10.—Do you have to prove a sale to get a conviction under the
C. T. A.?
Answer.—No it is not necessary to show that any money actually
passed or that any liquor was actually consumed to secure a conviction
if the magistrate is satisfied that a transaction in the nature of a sale
or other unlawful disposal actually took,place. A prosecution may be
commenced any time within three months of the alleged offence.
1L ---What is the advantage of the C. T. A. over the Local Option
By-law ?
Answer.—Owing to the two thirds requirement 9f the Local Op-
tion By-law it is almost impossible to carry Local Option in the towns
and villages and as the advantage of having a large territory "dry"
is apparent a united effort on the part of all the municipalities would
result in mutual advantage and the bringing of a prohibitory measure
into force over the entire county and to do this it only requires a
majority vote.

We are glad to know that Miss
Flossie Blue is recovering from a
serious operation, performed by Dr.
Kennedy of Wingham.
Mise Mae McDonald of Vittoria
Hospital, London, and Mr. Martyn
McDonald of Woodstock College, are
visiting Mr. Murdock McDenald at the
Lighthouse, who has been very ill.
The Ashileld Kural Telephone is
installed now in Mr. Shiell's store at
Arnberley, making three phones in
this enterprising establishment, We
can safely say all phone orders will be
prOrnptly attended to.
Our toneorial artist, Mr. 'Vet
Brown, has been doing some faney
cutting lately. Viewing specimens of
his handiwork, we would judge that
the phrenologist's task would be an
easy one, as all bumps on the heads
operated on, are visible to the naked
eye.

A meeting of the Women's Insti-
tute will be held on Thursday. A
good attendance is. requested.
The League of the Methodist Church
will be held on Tuesday night instead
of Wednesday, to permit clerks to at-
tend.
The pastor of the Methodist Church
will give.an illustrated lecture entitled
"From Toronto to the Pacific Coast,"
at the Junior League on Wednesday
evening.
At a meeting of the Oficial Board
of the Methodist Church last Monday
afternoon, Mr. J. K. Baker was op.
pointed Lay Representative to the
District meeting, which will be held
on May 22ad. The Board reports the
close of a prosperous year.

J. J. Kelso, a man with a great big
heart and a keen mind, who is doing
more for humanity in Canada than
any score of preachers. Superinten-
dent of neglected and dependent
children of Oatario. Hundreds, if not
thousands, of boys and girls owe their
comfort in a new land to Mr, Kelso.
Many a brutal hearted farmer has
cursed the name of this friend of little
children, and many dumb animals
would bless the Founder of the To-
ronto Humane Socjety if they could
speak. Children's Fresh Air Fund
and Children's -Aid Society owe their
existence to this warm-hearted Irish-
man, who never wearies in well doing.
One of the best known and moat re-
spected men in Canada. Men point
him out, saying, "there goes Kelso
--the children's friend," and many a
sad -hearted little snipe, trying to
make good in the new Land, but being
bruised for his pains, has asked God to
tell Mr. Kelso to come and rescue
J. 3, is supposed to have a line on the
good people up in the clouds. He al-
ways seems to hear of such cases, and
in two shakes of a lamb's tail, has an
agent on the scene of the nipper's ad-
versity.

character, and an insatiable lust for

What 3. J. Kelso says in his reports
on sbeial reform, and the protection of
children, is regareled as the last and
best word.
