N. 0. Railway and the deyelopment
of the north country; but the railway
was launched against his bitter opposi-
tion. He found the policy in practice
when he took power, and he was forced
to carry it on. The country which he

stunted poplar" has been a great

Sir John Carling died at his home in
London on ;Monday afternoon in his
83rd year. Sir John was active in poli-
tical affairs before Confederation, and
had been.member of different Conser-
vative Governments since 1857 and re-
tired on his appointment as Senator. in
1806.
At Glammis on Thursday last, Dr.
Crow, of Chesley, received the unani
mous nomination of the Liberals of
Centre Bruce for the Legislature, Dr.
Crow is now Reeve of Chesley and ex -
Warden of Bruce County and Liberals
say be will be able to redeem the rid-
ing.
The Conservatives of North Huron
held a nominating convention in the
Wingham Town Hall on Friday after-
noon last, The convention was -not
very largely attended, no doubt owing
to the disagreeable weather. A. H.
Musgrove, the present member,was
tendered the unanimous nomination.

Wingham, and furnish thele with
a free site for the said buildings:
and to give the said The Western
Foundry Company, Limited a fixed'
assessmeht for all their buildings
and plant in the said 1'own of
Wingham, and exempt the said
buildings and plant from taxation,
except school and county rates, for
a period of ten yearn,.
' Whereas, the Western Foundry Com-
pany, Limited, are carrying on business
at the Town of Wingham as Menefee
turers of stoves, furnaces and ranges,
and being the sole Manufacturers there-
of in the said Town have applied to the
Municipal Council of the Corporation of
the Town of Wingham for aid by way
of the loan of money to theamount of
$10,000.00 to assist them in building and
erecting a new stove and iron works
for the purpose of enlarging and ex-
tending the capacity of their said buai-
iess and for a bonus of the sum of
$750.00 to enable them to purchase a
site for the said buildings and to have
the assessment of the buildings and
plant of the said Company fixed at the
sum of $15,000.40 andfor the exemption
of the said Company from taxation,
except school and county rates for a
period of ten years.
And whereas the said Municipal
Council being desirious of assisting the
said industry and promoting the said
Manufactures, have deemed it expedi-
ent to grant the said aid to the said

ed, upon and subject to certain terms,
conditions and re>ltrictions as to the
building and equipment of the said new
buildings and plant and the employment
of workmen by the said Company as
will be contained in the Mortgage here-.
inafter mentioned, and subject also to
the further condition that the said ad-
vance of $10,000.00 be repaid to the said
Corporation without interest in ten
years from the First day of July, A.D.
1912, as follows: The sum of Five Hun-
dred Dollars annually during the said
ten years, and the balance at the ex-
piration thereof, and that the perform-
ance of the said terms, conditions and
restrictions and such repayment of the
said advance be secured by a first mort-
gage upon the said new buildings,
machinery and plant erected by the
said The Western Foundry Company,
Limited, to the said Corporation of the
Town of Wingham before the issue of
the debentures authorized by this By-
law.
And whereas the said The Western
Foundry Company, Limited, have
agreed to the said terms, conditons and
restrictions.
And whereas for the purpose of
granting the said aid it will be neces-
sary to issue debentures of the said
Town for the sum of $10,750.00as here-
inafterrovided (which is the amount
of the debt intended to be created by
this By-law), the proceeds of said de
bentures to be applied to the purpose
aforesaid and no other.
And whereas the total amount requir
ed by "The Municipal Act" to be rais-
ed annually by special rate for paying
the said debt and interest is the sum of
$1432.87; whereof $537.50 is to be so
raised annually for payment of interest
during the currency of the said deben-
tures, and $895.37 is to be raised an-
nually for the purpose of creating a
sinking fund for payment of the debt
secured by the said debentures.
And whereas the amount of the rate-
able property of the Town of Wingham
according to the last revised assess-
ment roll thereof is $807,548,00.
And whereas the amount of the ex-
isting debenture debt of the said Muni-
cipality exclusive of local improvements
secured by special rates and assess-
ments is $150,378.85, whereof there is
nothing in arrerrs for principal or
interest.
Therefore the Municipal Council of
the Corporation of the Town of Wing -
ham enacts as follows:

that with modern ice breakers such as
are used in Russia. the St. Lawrence
channel between Montreal and Quebec
could be kept open all winter.
Fifty thousand dollars has been con-
tributed' by Lord Mounstephen towards
the establishment of a Scottish Pres-
byterian fund which proposes to confer
an old age pension of $500, a year on
clergymen of 70 years of age and over.
LIVE STOOK MARKETS.
Toronto, Nov..7.-City Cattle Mar-
es -
t . Receipts to -day were 115 loads,
with 1,700 head of cattle, 2,700 sheep
and lambs, 800 hogs, acid 100 calves.
Trade was good and active, the mar-
ket holding remarkably steady at yes-
eerday's advances, notwithstanding the
heavy run of cattle on hand to dispose
of. There were a few choice loads,
but the bulk of the offerings were only
a fair medium quality, with a rather
heavy proportion of common mixed
cattle. Nine car loads of North-West
cattle. arrived on Saturday last, and
were readily disposed of at good prices.
There were no northwesterns in to -day
and apparently none in sight for the
rest of the week. Everything was
prectically cleaned up to -day with the
market Closing firm.
