The Government has decided to go
ahead with the construction of the Hud-
son Bay Railway. At the recent session
an appropriation of $300 0000 for oon-
straotion purposes went through, and
since then the plans •and epeoifioations
have been in prepartation for those seo-
tions of the line on which surveys were
completed,
If a man believes that the nation is in
danger, and needs greater fleets and
armies, it is bis right and his duty to
say so; and a similiar duty rests upon a
Man who believes that the House of
Lords should be curbed or,feformed. It
is better, after all, that the burdens of
great servants of the state should be in•
creased by noble anxteties than by sor-

The Canadian Associated Press has
every reason to believe that the Dnke
of Connaught shall be Governer•Gen
eral of Oaneda, in accordance with fling
"Edward's expressed wish. It is unlike-
ly, however, that the official announce-
ment will be made at present, for the
Dake of Connaught is to open the South
African Parliament at the end of the
year, and it is improbable that he will
Dome to Canada in mid -winter. It is,
therefore, proposed that Earl Grey re-
main in office till the spring of 1911.
The itinerary of Sir Wilfrid Lau-
rier's political tour of western Oanade
during the next two months was an-
nounced Friday. Leaving Toronto on
the night of Thursday July 7th for Port
Arthur, a full sixty days will be spent
between that point and the west, the re-
turn to the oapital being fixed for Sep-
tember 8, Sir Wilfrid, who will be ac-
companied by Hon, George P. Graham,
Mr, F. F. Pardee, M. P., and Senator
Wm, Gibson, will travel by special train
from Port Arthur. He will address four
meetings in Manitoba, eight in Saskat-
chewan, five in Alberta, and four he
British Colombia, making, with the Part
Arthur meeting, twenty-two in all, and
covering ail the larger centres in the
west.

COUNTY COUNCILS REUNION.
The June meeting o! the County
Council this year, held at Goderioh last
week,. will go down in history as an
unique and memorable gathering, the
feature of which was a reunion of the
legislative bodies of the counties of
Perth, Brace and Huron, •
The members of the Huron County
Council assembled on Tuesday and
transao'ted coneiderable business.
An increase was made in the grants to
High Schools and Collegiate Institutes.
Last year the grant to Wingham High
School was $1635, and this year it is es-
timated to be a little more than $2000.
The oommittee appointed to enquire
into the matter of establishing a con-
sumptive hospital in the oonnty reported
giving what information they had been
able to gather, and after a four hours'
debate the oounet' expressed themselves
as favorable to the proposition and a
motion was passed providing for the
palling of a special meeting of the County
Council in a few weeks to further con-
sider the question; the committee in the
meantime to secure what additional in-
formation they can, In this connection,
the Government gives a grant of $400
toward the establishment of such an in-
stitution, and contributes $3.00 per
week toward the maintinanoe of all
patients who pay leve than $4 90 per
week,

Final figures of revenue and expendi-
ture for the last fiscal year, ending
March 31. made public by the Depart -
meat of Finanoe en Saturday, show a
record surpins of $22,092,185 in revenue
over all ordinary expenditure.- This
exceeds by over two and one-half mil•
liana the previous high reoord of 1907.08,
and is five millions better than the
estimate given by the Finance Minister
in his budget speeoh of December last.
The total revenue was $101,501,034,
an increase of $16,600,000 over preced-
ing year, The total expenditure on
consolidated fund account was $79,40,9,-
849, or $4,500,000 less than 1908 09.
On capital account last year there
was spent $34,114,994, including $19,-
968,064 on the construction of the Na-
tional Transcontinental Railway,
Out of revenue Canada paid last year
every item of ordinary and oapital ex.
penditure, exclusive of the National
Transcontinental, and had over $8,500,-
000 still left towards the construction of
the railway. Probably no other country
in the world can show anything so
satisfactory.
The not debt of the Dominion at the
end of the fiscal year was $336,266,348,
an increase during the year of $12,336,-
086, due entirely to expenditure on the
G. T. P.
