Factory Inspector Objects to Long
Hours For Girls;

Au Effort Will be [glade to Have
It Stopped.
Toronto, Aug. 0.-A. decided step to
eke!: the constant employment of girls
it shops te a late hour every night may
shertly be expected to te takeu by the
Outgrip Government. The attention of
jr. J. T. Bake, chief importer a the
Shops end, Factorice Act, was called this
teeming to a, report of a recent depute, -
tion from the EmployeesAssociation,
which waitea on the Government some
time ago, inking that the rigor of the
lew be relaxed. The cases under cowed -
e election effect not ouly Hamilton and
,Toronto, but the whole of Ontario. Said
Mr, Burke( "The act says plainly that
no moor of le shop shall employ a child,

ea at 10 o'elock. Many shopkeepers
have been simply running wild, and to-
tally disregarding the law. We have
been and are still busy collecting stais-
tics, and when the proper time comes
will make representations to, the Milo
later, with a view to stopeiug the
abuses which have arisen. In the case
of factories, we aro empowered to grant
a permit which will allow the factory to
run till 9 o'clock for 36 nights in the
year, but the law does net give is this
dieeretion with regard to shops.
It is a,difficult matter to regulate
We ao not wish to see injustice done,
but we want the law enforced. There are
a great many different kinds of shops
employing girls as clerks. Take, for in -
'deuce, the millitiors' business, a women
employing five girls or over, comes un-
teer the head of a faetory, and can get
a permit as such while the woman
with only four girls can not. The ice-
creem parlors do a great deal of theit
business after the theatre, and after
the boats are in at night. In the die.
tricts where the working °lassos live
most of the shopping is tione at night.
We have tried to be reasonable, but in
many eases shopkeepers have disregard -
us and we have been convened to
notify them to stop. So long as the shop-
keeper ,does not exceea 60 hours a week,
and thews a disposition to be reason-
alele.and. considerate with his girls, we
have not interfered with him, but we do
not propose to allow rnwl to work their
seiela till nine or ten or eleven every
nVitt. It will have to be stopped, and
Just as soon as our statistics are com-
plete we will see that it is stopped. If
-the law is rigidly enforced it will ef-
fect village stores as well as city ones,
and Mr. 'Burke pointed out that during
the formers' busiest season, most of the
shopping is done at night. The depart.
nut has been repeatedly petitioned by
'employees while the labor interests are
'Just tts anxious that the law should be
carefully enforced.

Berlin, Aug. not often that
serve an entire nation suddenly trying
to adjust itself, to an abrupt increase
iit many of its most ordinary living ex-
penses. This is the interesting spec-
tacle which Germany has been present-
illduring the week owing to the intro-
duction of the new system of taxes and
tariffs, the new provisions of which are
now being brought into effect.
The result has been to create some-
thing like a panic among German re-
thilers and consumers. To just what
eateat the social and domestic life of
the nation will be affected when all
the new regulations are in force is
yet to be determined; but, from calm -
'talons made by experts, it is easy to
foresee that the average German liouse-
hold in which coffee, tea, beer, 'cigars,
gee lamps, and matchee, are used is -like.
ly suddenly to find its outgo swellling
out of all proportions to its income,
The first consequence of the ilew
lawhas been an enormous temporary
demata for these articles. For days
the „ goodebousewives of Iloilo have
been loading up with advance sup -
of the commodities on which the
etax falls most heavily. The demand
for matches, for instances, the price of
which will rise from 21e cents to 71/2
cents. has been so great that the
shops are unable to supply it in spite
o fthe face that more than 100 carloads
ot matches have bemi shipped into 13er-
lin in the last few days.
At the shops of tea and coffee dealers
the police had in some cases to be call-
ed on to pacify the mob of anxious cus-
tomers, some of whom came with hand-
carts in order to get it sufficient supply.
