He declares that his :xperience brought home to him in an mrnistakable manner that hanging las failed to prevent crime punishable oy death, and lie is convinced from aersonal inquiries both among crimin- ls and those in whose charge such were that "the infliction of a ess severe punishment - imprison- nent under more suitable conditions than obtain -would tend greatly to liminish such crimes." Talking of the chief cause of murder, Berry de- ;lared that it was drink that fed the allows. Among the nearly 500 whom he had hanged or helped to hang there had not been one tee- totaler, *** - The Kincardine Review, published by Hugh Clark, M.P.P., makes this pointed comparison between the Ross administration and the Whitney ad- ministration : "The O'Brien syndicate, which through favoritism with the tate Ontario Government, were allow- ed to blanket some of the best claims around Cobalt, were making money, but they are not getting it all. The new government attacked their claim to the property and they were glad to agree to a compromise by which they pay back to the people of Ontario, who owned it, 25 per cent. on all ore mined, less charges for handling. Since December last they have paid $222,915 into the Ontario treasury. Ross gave the whole thing to O'Brien, but Whitney made O'Brien fork over 25 per cent. of it to the people." ** that ample accommodation for lean and beast shall be provided. In case the community fails to do so, the law (the petition asks) shall not be put into effect, but the government shall step in and take charge, making such provision as may be necessary for pro- per accommodation, either by con- tinuing the licenses of the hotels or otherwise. - English people, even His Majesty, King Edward, will have the opportun- ity of testing the flavor of Canadian fruit recently displayed at the Fruit exhibition in Toronto. Four cases of the best prize fruit were sent to his Majesty the King through the Cana- dian High Commissioner's office in London. Two cases of Ontario apples were sent to Rideau Hall to be sam- pled by the Governor-General. Sixty cases were sent direct to London, Eng- land, where they will be entered in the great Horticultural Exhibi- tion to be held in London on Nov. 98th and 29th. After that date the fruit will be sent to the chief immigra- tion agents throughout the country to advertise the Province of Ontario. The display from Huron county was given to the Hospital for Sick Child- ren, Toronto. *** .-The Toronto Telegram in refer- ring to the "Power" policy of the On- tario Government says :-"The great opportunity of Ontario's industrial life is to be dealt with in a spirit worthy of the province. The truths of Canada's political history principal- ly teach that Governments perish in this country, not by attempting too much, but by attempting too little. No Government has ever been killed in Canada or any of the provinces thereof by the failure of its great at- tempts. The absence of great at- tempts has been accepted as cause for the death of many a Government. The Whitney Government has nobly resolved to fight in the arrnenr of a mighty policy. The Whitney -Beck proposals are a good deal better poli- tics than the nagging, petty, attorney like small talk which Hon, A. G. 111c - Kay is offering as the policy of the Great Liberal Party on a question of industrial life and death to this pro- vince." 4* ** * ---United States shippers are after the great corporations. Two hundred and twenty-three railroads, involving all the important railroads in the United States are named as defendants in a complaint filed with tine Inter- state Commerce Commission, in which violations of the railroad rate act are alleged. The complainants are whole- sale men, who claim that the defen- dant railroads have imposed unjust and unreasonable commodity rates on shipments of .cotton piece goods be- tween New York and Wichita rela- tively, as compared with rates impos- ed on shipments of like products from New York to Kansas City and other points in the middle West. Other in- stances are seen in Texas, where suits for eight million dollars have been filed against the supposed Standard Cil Co. concern, for violation of, tho anti -Trust law. The people seem to be waking up some places, as to the questions of "rights," between them- selves and great corporations. * ,. -Here is a good, optimistic para- graph on Canada, from Toronto. Saturday Night :-"We have got a •country to -wards which the eyes of the world tiro turned. The migration of agriculturists from the United States into our western prairies has begun and will hasten the inrush from Europe. The Republic within the past month has been brought face to face with the knowledge that its tim- ber supply at the present rate of going will be exhausted in twenty years, a fact which at onceP uts a new value on Canadian forests. As regards pulp wood and therefore the paper supply of the continent, the control of the situation is now in Canada's hands and may be asserted when we choose. As a country the Dominion has just crested a hill up which she has been laboring until now, and before us spreads a mighty find view. Through the great West new railways are crawling, each opening up wheat areas larger and more fertile than a kingdom in Europe. Taking it all in all, Canada need but get her cash ac- count straightened out, a little fixing and mending done, and we shall see such an advancement as we have not yet known," -A petition emanating from the Commercial Travellers' Association, has been forwarded to the Provincial Government, and it promises to have an important bearing upon local option legislation, Under the present law local option goes into effect three months after it has been carried hi any municipality. The petition of the travellers asks that immediately after the carrying of suet) a bylaw in any 'Municipality, and before the act goes into force, it shall be the duty of the community to show the Government CANADA'S POSTAL BUSINESS. The surplus for the whole twelve niontlrs of the preceeding year was $1,011,705. Of the total mail mat- ter carried in Canada during the nine months, nearly half was contributed by Ontario, while Toronto stands rat the head of Canadian cities in revenue, which amounted to $998,951. The mail carried during the nine months a•r re d drg was as follows :-Letters, 273,071,000 ; postcards, 28,270,000; registered let- ters, 0,251,000; free letters, 9,176,000. NOT A PROFESSION. A. politician who is a great walker was recently out for a tramp along a country road, when, after going a few miles, be sat down to rest. : "Nanta lift, mister?" asked a good natured farmer driving that way. "Thank you," responded 111r. Lori- mer, "I will avail myself of your kind offer." The two rode in silence for awhile. Presently the teamster asked : "Pro- fessional man ? "Yes," answered Lorimer, who was thinking of a bill he had pending bo - fore the House. After another long pause the fanner observed : "Say, you ain't a lawyer or you'd be talkilr'; you ain't a doctor, 'cause you ain't got no satehel, and you shore ain't a preacher, from the looks of you. What is your profes- sion, anyhow ?" "I am a politician" replied Lori- mer. The farmer gave a snort of disgust, "Politics ain't no profession ; politics is a disorder."
