Mills 0 *• —Applications for an additional 15,- 000 horse -power of Niagara power have been received by the Ontario Hydro -Electric Power Commission, bringing the total applications to date to over 100,000. Among the latest ap- plications is one from the township of South Dumfries in the county of Brant, for 3,000 horse -power. This is the . first application from a rural municipality, and indicates that the farmers are becoming alive to the pos- sibilities of power. e5 ear t * * seetions, in which thele are but a few scholars, will be satisfied to keep their schools open but a portion of the year, in order to avoid paying the high salaries which are obligatory -under the new Act. All agree that the sala- ries of the teachers .oust be raised in order to attract to the teaching pro- fession and keep in it the right class of persons. It is conceded that a very large amount of teaching power is lost when a teacher has only a very few scholars, and trustees do not think they should. he compelled to pay large salaries to teachers who have simply to put in the time, as there is very little teaching for thein to do. How, then, can the salaries of the teachers be raised and each teacher be given a suffioidnt nnmber of scholars to avoid the waste �f time and teaching power entailed by the small school sections ? What has been known as the Consoli- dated School has been tried with great success in Manitoba. The expense of conveying the children to and from school is far more than balanced by the increased regularity of :attendance and by making better use of the teach- ing power of the instructors in classes sufficiently large to call out the best energies of both pupils and teachers. It seems that the extension of the consolidated system of schools oilers the best means of securing satisfac- tory salaries to teachers, and improved educational facilities to pupils, with- out increasing very greatly the bur- dens of the ratepayers. —A phonograph loaded with cain- paign speeches and mounted in a waggon, so as to be carried from cor- ner to corner in the thickly -populated east side of New York, was introduced in connection with the campaign for the Governorship, which ended last week. Some of the speeches were specially prepared for the campaign. There is, however, one weakness in this form of "still—epee; it cannot ans- wer questions. But then some of the human stompers cannot do this, either. 4* Y —The United States Daily Consular and Trade Reports give a statement of the import and export trade of the leading countries of the world for the first half of the current calendar year. This statement shows that Great Bri- tain still ranks first among the trad- ing nations of the world. Her imports for the first half of the current calen- dar year amounted to $870,000,000, as againt $850,000,000 for the United States, and $095,000,000 for Germany. Britain's exports during the same six months were valued at $1,240,000,000, as against $881,000,000 for Germany, and $646,000,000 for the United States. *te4 —This is how the Farmers' Advo- cate views increased subsidies to the provinces :—If there is any province in Canada face to face with the al- ternative of increased subsidy or direct taxation then direct taxation is the thing. Not only is it the most economical way to raise money, but it will prove a forcible annual reminder to citizens of the amount of money they contribute for expenses of gov- ernment, and thus, through the Par- liamentary representatives they elect, would prove an effeetive check on ex- travagant governmental expenditure. The revelations made during the past week in, connection with the - election enquiry which has been in progress for about a month in the To- ronto Police Court, were the most im- portant developed during the whole course of the investigation. These revelations include the statement by a deputy returning officer, employed in London in the last Provincial elec- tion, that he allowed his ballot -box to be opened in order that a briber might see by the crosses on the ballots if the votes he had bargained for had been duly delivered. They include the fur- ther statement by another deputy re- turning officer employed in a Brock- ville bye-electicjl for the Commons that be substituted six bogus for six genuine ballots, by means of switch- ing, and that he would have done still More switching had be not been so closely watched by the scrutineer on the other side. Finally we have the frank acknowledgment of Geo. 0. Gibbons, K. C., that, in London at least, the Liberal organization has during the last four years depended on the illegal use of money and ballot manipulation rather than on argu- taddressed to the intelli ence and * —On the whole the November elec- tions in the United States will be sat- isfactory to the Republicans, which party has elected probably 220 mem- bers of the sixteenth Congress, out of 386 districts. This will give the Re- publicans a majority of about 166 in the next Congress. All eyes were on New York, where Hearst was putting up a picturesque campaign. So far as the press was concerned (the only in- dication available for people at this distance) his hand was against every man and every man's hand was againt him, Ire had the solid Labor vote, and its effects are plainly visible in the returns which show that Hearst captured silt of the principal manufac- turing cities which went Republican at last election. But the Republican party was too strong, and gave Hughes the largest vote a Republican ever had in the state outside of a pre- sidential year. The facts established last week, through what may be properly characterized as evidence for the de- fence, coupled with testimony previ- ously given as to the supply of ballots narked in advance for Government candidates, and regarding the sort of work done in West Elgin and else- where, clearly establishes the fact that we have had in existence a politi- cal machine, with bribery and ballot manipulation as part of its methods, created for the purpose of maintain- ing the Ross and Laurier Governments in power whether the people willed this or not. It is well to have facts—previously known to the few, and suspected by many—established by an abundance of testimony. Here I ant going to make a statement and undertake to prove it correct, says Mr. Ii. B. Gorier, as quoted by Hoard's Dairyman. When a cow that produces 200 pounds of butter per annum at a food cost of $39 and a labor cost of $12.50 is worth $35, the COW that produces 400 pounds of but- ter annually is worth .$400 ; and the owner can make net $16 more from her after paying interest on the $400 than he can from the cows that pro- duce 200 pounds of butter. There is no more labor connected with the 400 pound cows than there is with the 200 pound cows. The price at which butter has been credited, 1. e., 20 cents per pound, is the net price from the creamery atter the milking has been paid for. In this herd the increase cost of feed for the 400 pound cows was more than offset by the increased amount of skim milk, so we have the profit over the 200 lb. cow. Two hundred pounds of butter at 20c is $40, We have $400 invested in these cows, which at six per cent, interest is $24, which we will deduct from the $10 and we have left $16 to the credit of the 400 pound cow.
