HE applies budget surplus to equipment reserve

from an already -strapped municipal
budget that has been forced to cut
numerous public works equipment
purchases and delay several urgent
road projects.
Councillor Nathan Marshall, who
is also on the recreation committee,
said the committee felt it was
appropriate that the funds come
from the municipality, despite the
level of reserves. The reserves are
comprised of $20,000 of the centre's
reserves from before its 2010
expansion and renovation and over
$47,000 from the public fundraising
campaign during those renovations.
With further discussion left at the
committee level, council took no
direction on whether to add the floor
replacement to the 2018 budget.
There was also further discussion
on Mayor Bernie MacLellan's plan
to finance Huron East's vehicle fleet
through the county's method of
raising finances. As opposed to
paying for new vehicles as older
vehicles break down, MacLellan has
suggested paying into a fund as new
vehicles are bought, essentially
renting the vehicle from themselves
and paying into the fund for hours of
usage and/or kilometres driven.
While the asset management plan
will cost the municipality
substantially in the early years, once
those funds are topped up,
MacLellan made the case that the
burden of replacing equipment will
be lifted decades from now. When a
vehicle needs to be replaced, the
funds will be there waiting to be
spent, as council will have been
paying into them year after year over
the lifespan of the vehicle.
Councillors weren't sold on the
idea, mainly due to its massive front-
loaded costs, especially during a
stretch of time with extreme
financial pressures.
However, council opted to perhaps
try it with the purchase of a new
pickup truck in this year's budget.
However, Michiels will be returning
with a report on how that process
would work and no final decision on
using the new asset management
process has been made.
Furthermore, Marshall suggested
that if this asset management
accounting would work for the
municipality's fleet, it should then
work for its other departments, such
as infrastructure costs and recreation
centres, among others.
MacLellan agreed, but admitted
that it would take decades to raise
the funds to ensure that all
departments would be covered.
Councillor David Blaney said he
felt like it was too big of a risk to
take and, with the escalating costs
associated with the replacement
program, if the municipality dove
too deeply into the new way of
managing its assets, Huron East
could be bankrupt in less than two
years.
Blaney said that he's rather
conservative when it comes to
change, so he didn't feel like
upheaval in terms of the
municipality's asset management
was necessary unless the current
system wasn't working well. With
the program designed to do
essentially what Huron East is doing
already, he didn't think it was worth
the effort to change everything.
With the second draft of the
budget almost in the books, council
had to decide where to put the

budget's surplus of $53,621. Council
opted to put it in the municipality's
equipment reserve.
Under the current tax levy increase
in the budget, the tax rate in Brussels
would decrease by 0.25 per cent,
while it would increase in Seaforth
0.6 per cent, 5.12 per cent in
Tuckersmith, 7.67 per cent in Grey
and 8.82 per cent in McKillop.
The next draft of the budget will
be presented to council at its March
20 meeting in Seaforth, ahead of its
final approval, which is slated for the
April 3 meeting of council.
Reinvesting
The Brussels Agricultural Society, which held its annual fall fair at last September's
International Plowing Match in Walton, was granted $2,000 from the match committee to
donate to a local chairty and society members chose the Brussels, Morris and Grey
Recreation Committee, a group near and dear to the organization's heart. Agricultural Society
