After initially facing several
concerns from neighbours of a
proposed subdivision at the north
end of Blyth, North Huron Council
recommended approval of the plans
last week.
Council discussed the subdivision,
which will include detached
dwellings and medium -density
residential development and a
possible seniors centre, at its Feb. 20
meeting.
Concerns from neighbours
including increased traffic, potential
conflicts with new tenants, road
widening and drainage issues are
now set to be dealt with within the
documents accompanying
development plans, with one key
exception.
Blyth resident Ernest Dow had
written expressing several concerns,
however one in particular was
noticed to be absent from the
updated documents by Councillor
Bill Knott.
"I see the comment in here
regarding the Whitfield Drain,"
Knott said. "There is no comment as
to any capacity problems but there
were questions regarding the
condition of the drain. I don't see
anything here addressing that point.
Has there been anybody go and look
at the drain?"
Huron County Planner Laura
Simpson and the engineer for the
project both said such concerns were
municipal and not the responsibility
of the developer.
Knott said the drain should be
assessed and Simpson suggested that
would be done through the Drainage
Act.
Reeve Neil Vincent said North
Huron was currently transitioning to
a new drainage superintendent and
said council could direct him to
investigate.
"As [Simpson] said, municipal
drains are not part of the
development process," he said.
"They have their own process unto
themselves."
Deputy -Reeve James Campbell
also suggested that the Maitland
Valley Conservation Authority
(MVCA) be contacted as they have
staff who are adept at finding
funding for drainage projects.
Council approved three motions
for the subdivision project
supporting draft conditions
suggested by the Huron County
Planning Department, supporting
the proposed plan of subdivision
and accepting the recommendation
of Simpson to support the
project.
The next step for the plan is to be
presented at Huron County's
Committee of the Whole meeting
on March 14 in Goderich for
approval.
