She said that with a six per cent increase to the levy already being proposed, committees and depart- ments have been instructed not to ask for increases to their budgets, as that will put additional pressures on the municipality. One exception to this principle, however, has been the municipality's recreation centres, which have all been allotted a four per cent increase to their budgets over the previous year. Not only have community centres proven to be challenged by rising hydro costs in recent years, but Michiels said that Bill 148 will impact these departments the hardest. "The impacts of Bill 148 are more significant in our recreation centres and day care as a number of part- time staff and students are utilized in these facilities," Michiels said in her report to council.
