Council undecided on Steffler foundation request
By Shawn Loughlin

Huron County Council has yet to
make a decision on the funding
request from the Tanner Steffler
Foundation, but Treasurer Michael
Blumhagen says the request fails to
comply with the county's
requirements.
Representatives from the
foundation spoke to Huron County
Council late last year, asking for a
grant of $130,000 per year for five
years for a total of $650,000. The
funds, Blumhagen said, would be
used to support the foundation's
vision of providing the best mental
health and addiction resources for
youth through education, technology
and wellness initiatives.
"The proposed spending of the
requested funding is for providing

secondary schools, app development
and awareness brochures,

Snow was still plentiful at Hullett Central Public School last week and, at recess, students

research," Blumhagen said in his
report, presented to council at its
Jan. 17 committee of the whole
meeting.
Blumhagen provided a number of
comments in regards to the request,
which all point to it not aligning with
the county's funding requirements.
First of all, Blumhagen said that
there is currently a moratorium on
grant funding requests for the rest of
council's term, which will expire
this fall.
He also said that if the county
were to grant the foundation its
request, 87 per cent of its planned
budget would come from the county,
making Huron County its primary
funder, which is against the county's
policies.
Blumhagen also said that the
foundation could be seen as
duplicating services already
available in the county, which is also
against the county's policies.
In addition, the term of the
funding would extend beyond the
current term of council, another
clause that the foundation would be
violating if council approved the
funding.
He said that the $130,000 per year
requested by the foundation would
account for an increase to the annual
tax levy of 0.33 per cent on an
annual basis.
Council didn't consider the
request at the Jan. 17 committee of
the whole meeting, but will discuss it
further during budget deliberations,
which are scheduled for a full-day
session on Wednesday, Jan. 31.
