Council undecided on Steffler foundation request By Shawn Loughlin The Citizen Huron County Council has yet to make a decision on the funding request from the Tanner Steffler Foundation, but Treasurer Michael Blumhagen says the request fails to comply with the county's requirements. Representatives from the foundation spoke to Huron County Council late last year, asking for a grant of $130,000 per year for five years for a total of $650,000. The funds, Blumhagen said, would be used to support the foundation's vision of providing the best mental health and addiction resources for youth through education, technology and wellness initiatives. (Denny Scott photo) Obituaries JIM STEFFLER Jim Steffler of Wingham, passed away at Listowel Memorial Hospital on Wednesday, Jan. 17, 2018. He was in his 77th year. Jim was the beloved husband of Verna Steffler, Wingham and cherished father of Vern Steffler and Beata Kus, Wingham; Brian Steffler and Kim Smith, Wingham and Jason and Bev Steffler, London. He was the dear grandfather of Chad Steffler and Mel Hedley, Austin Steffler, Cassidy Steffler, Sam Smith and Lexie Smith and loving brother of Anne Doherty, Goderich; Clem and Phyllis Steffler, Airdrie, AB, and Joe and Lin Steffler, Seaforth. Jim was the brother-in-law of Helen and Mike MacDonald, Chesley Lake. He was predeceased by his parents Clem and Annie Steffler, brother Louie Steffler and brother-in-law John Doherty. Visitation was held at the McBurney Funeral Home, Wingham, Jan. 19 with Vigil Prayers during the afternoon visitation. Mass of Christian Burial took place at Sacred Heart Roman Catholic Church on Jan. 20. Father K.P. Morrison officiated. Interment will take place in the spring in Wingham Cemetery. Memorial donations to Wingham & District Hospital, Sacred Heart Catholic School or Sacred Heart Roman Catholic Church would be appreciated as expressions of sympathy. Online condolences may be left at www.mcburneyfuneralhome.com FLORENCE CATHERINE GROPP Florence Catherine Gropp passed away peacefully at Country Meadows Retirement Home on Monday, Jan. 15. Florence was born in Ellice Township, 96 years ago, a daughter of the late Martin John Mogk and former Clara Isabella Gernhaelder. Florence was the beloved wife of the late Earl Gropp (1979) and loving mother and mother-in-law of Catherine and Ray Scott, Milverton; Elizabeth White (Robert predeceased 2006), Langley, British Columbia; Brian and Barb Gropp, Murray Gropp, all of Stratford; Mark and Bonnie Gropp, Brussels; Judy Hamilton, Milverton and Tim and Darlene Gropp, Stratford. She will be remembered by 23 grandchildren (two predeceased), 39 great-grandchildren (one predeceased) and six great -great- grandchildren. Florence was the dear sister and sister-in-law of Isabel and Cam Graul, Dorothy Heipel, Jackie and Andy Gray, Dorothy Mogk and Ada Gropp. She was predeceased by brothers Clarence and Dorothy Mogk, Paul and Laurene Mogk, Harvey and Mae Mogk, Earl Mogk and William Mogk, both in infancy, sisters Georgine (Allen) McLeod, Viola (Clayton) Luckhardt, brother- in-law Raymond Heipel, and Carl Gropp. Florence was an active member of St. Peter's Lutheran Church where she was part of the sewing circle, choir and Lutheran Church Women. She enjoyed quilting, baking, canning, gardening and showing items at many agricultural fairs. She was a life member of the Gravelridge Women's Institute. She was a feisty spirit who enjoyed her grandchildren and great- grandchildren. Visitation was held at the Mark Jutzi Funeral Home. The funeral service was held at St. Peter's Lutheran Church on Thursday, Jan. 18. Pastor Barry Boeckner officiated. Spring interment is in Greenwood Cemetery. Blumhagen provided a number of comments in regards to the request, which all point to it not aligning with the county's funding requirements. First of all, Blumhagen said that there is currently a moratorium on grant funding requests for the rest of council's term, which will expire this fall. He also said that if the county were to grant the foundation its request, 87 per cent of its planned budget would come from the county, making Huron County its primary funder, which is against the county's policies. Blumhagen also said that the foundation could be seen as duplicating services already available in the county, which is also against the county's policies. In addition, the term of the funding would extend beyond the current term of council, another clause that the foundation would be violating if council approved the funding. He said that the $130,000 per year requested by the foundation would account for an increase to the annual tax levy of 0.33 per cent on an annual basis. Council didn't consider the request at the Jan. 17 committee of the whole meeting, but will discuss it further during budget deliberations, which are scheduled for a full-day session on Wednesday, Jan. 31.
