Dewar
The passing of Lord Dewar—every-
body called hien "Tommy" behind his
back—recalls memories of London be-
fore the war turned the World upside
down. He was a charter member or
the Five O'clock Club which met
every afternoon in the Smoking Room
of the Savoy. I can see him now,
seated In a corner, telling his latest
story, in his inimitable style—for ane
Was a born raconteur and always had
a new one on tap—with the celebrat•
ed Waiter, "Beefy," hovering nearby.
I can see, too, the sudden look of
paln—a hurt look—that would spread
over Tommy's face when someone,
often out of devilment, ordered some
ether b:and el refreshement than that
which imide the Home of Dewar known
all over the world, It seemed to say:
"That is really more than I can en-
dure." (No offense intended). Now
and again, too, some affluent visitor
in the circle would order champagne,
but Tommy Dewar never touched it,
preferring as ho put 1t, the beverage
that made Scotland fatuous.
Dewar was a noted wit and a popu-
lar aftar-dinner enoaker. Ile once
"brought down the house" by winding
up a speech with:
"And now, like Lady Godiva, after
a short but interesting journey, I ap-
proach any close." '

all three Scotsmen. There is a stor0,
told by Harry Preston (in his "Mem-
ories") to the effect that Harry Laud.
ed once spent a week or two with De-
war at his country place, . At the end
of the visit Dewar, who was a keen
Pigeon fancier, said to the median:
"Now, my dear Barry, You mist let
n1e present you with a little memento
of your visit. I am going to give you
a loft of pigeons—champions, but you
must keep them confined for a fort-
night otherwise they will fly away,"
Lauder, all Scottish, remember, kept
the pigeons shut up for three weeks,
being determined to take 110 chances,
And when ane let them sot, of 000100,
they all flew back to Dewar.

At a big London function Dewar
found himself seated next to a very
pretty girl with the hyphenated sur-
name of Porter -Porter. 1Ie addressed
her several times as Miss Porter,
Filially she turned on him and said,

"My 11001e, if you please, is Porter -
Porter, with a hyphen,"
"Ah!" said the whisiry baron, 'just
as mine is Dewar -Dewar with a
syphon!„
The stogy of a tense interview—with
au amusing ending—between General
Sir Arthur Currie, Conunander of the
Canadian Corps during .the World War,
and General J. B. Seely, who was in
command of the Canadian Calmly
Brigade, 1s told by General Seely in
his autobiography "Adventure." Pres-
ent also at the Interview, which tools

was Corporal "Foghorn" Alacdonald, a
Canadian mining expert and a genuis.
Currie was dreadfully worried about
the weakness of the Canadian

lively conversation between Currie

Who Started Income -Tax
Inlcome-tax, the increase 1n which
is the calls( of s0 much debate, has
liad a curious and rather stormy his-
tory.
Originally, it wasn't a polltScian's
idea at all, or even a civil servant's.
It was invented by a clergyman, Dr,
Henry Beek°, Ile suggested it to Pllt,
who adopted the suggestion eagerly,
and rewarded its originator by making
him Dean of Bristol:
But the tax was highly' unpopular,
and it was abandoned after the close
of the Napoleonic wars. Not only that,
but the records of it were ordered to
be destroyed,
There was a precedent for this, a
tax Imposed by Henry IV. only being
agreed to on condition that it would
not be repeated, and that all the docu-
ments relating to it should be destroy-
ed.
No one now knows what this tax
was, but income-tax was not similarly,
forgotten, 111 1S42 Sir Robert Peel,
faced with a troublesome deficit, re-
vived it "temporally," Its removal
was promised 00 various occasions,
but tate promise was never fulfilled.

Who Started Income -Tax
Inlcome-tax, the increase 1n which
