The Manitoba Harvest
The statements about the character
of the wheat crop in Manitoba and
the •North-west Teri itory are not
quitlearo glowing as they were a week
or two ago, but there appears to be
good ground yet for expecting a large
-yield per acre and the acreage under
neon is definitely known. The year,
will almost certainly be accounted one
IA exceptional prosperity for the
country. Unfortunately a good deal
oof bad feeling has arisen among the
.uliervestertt" who. went .up on excite%
orlon trains from the older . provinces.
It is not easy to apportion the blame
amidst the clamor, but it appears to
have been due in part to the lack of
proper tacilities for placing the men.
on their arrival, and partly to unwar-
glinted expectations on the part of the
Vaell themselves. Many took advant-
age pf the excursione who had no de ,
Ore or intenticm, to do farm work, and
,,here were ill. HULA for such toil,
-These Irritations will pass away, and
probably the Northwest will have as
the net permanent result§ of the move-
ment, a .considerable addition to its
desirable population. Those who de-
cide to come back will, in all likelie
boort be prepared to speak well of a
ountry of such richness of soil, sails;

Manitoba. Government in dismissing
public servants, simply to make places
for political friends: -"After the Liber-
al victory in 1896 the Conservative Press
raised a tremendous hoWl aboutthe in.
_troductionotthe spoils system.. It was
one of their numerous false alarms, for
as matter of fact the Liberal Govern-
ment showed moderation and forbear-
ance in their treatment of Conservative
office -holders. It was left to a °Meer-
vative Government to introduoikthe
egolls system; ' The Roblin Govern-
noent in Ma,nitolsa have probably the
-st record in Canada for vindictive
partisanship in the civil service. Of-
ficial after official haye been dismissed
without even the pretence of any oth-
er crime than the holding Of Liberal
Opinions. We AO not hear the game
wails of agony as used to pierce the air:
when a Conservative tide -waiter was
replaced by a Liberal, Liberals know
how to take it defeat without whining,
and they do not labor under the Con-
servative clelueion that they have a
preecripstriie right to offices. But in
view of all the preaching and hocvling
of the Vonseryative press about the
spoils system, the 'record of the Roblin
Government its certainly both instruct -
fee and amusing," .
