We are writing three new figures in- to our yeardale, a thing none ot us ever did before, and will probably ne ? doagain. As we write the strange figures, we wonder whether or not this year 'will prove to be a new year to us individually and munici- pally, or only another year. ,It will be new, as to the occupants of our legis- lative chairs in the council chamber; we hope it will be new, in the wise, but progressive action of those councillors We Crtit not want that this year shall be simply another year, like the old years, that have heen so barren of needed _amendments We hope the-neva.• putt. til will get out of the ruts, and take some action, which will make the old town Lo wake up, 'anew her strength, ana move forward in the march of uni- versal progress. The inertia of civic matters fur some time has almost been p,infut we arelooking for better things during this year. Indifference and in- action ate certainly out of place in a town council bearing the burdens and resp.,usibilities of civic life. -Such is t he (.trong forward movement of men and things to -day that the town which doe, not move forward with alacrity, will be trampled underfoot in the race, and its municipal life seriously endan• ger ed. We call to mind a small town in th;s province which for years steod still, as to population and growth; if there was any movement it was back- ward, not forward. • A new Council was elected of men shrewd, clever, and progiessiye, who gave their best thought and energy to the town's in .•garrison. BRITISH VICTORY General White reported on Monday that the Boars were repulsed in .their attack upon Ladysmith on Saturday, after a fight lasting nearly seventeen hours. During the struggle a British position was taken and retakenthree times, and the battle finished with a bayonet charge which drove the Boers. from a position they had held all day, complete victory thus resting with the terests. What has been the result? That town has waked up; Government was appealed to for assistance; pro- gressive business -men were invited to come to the town; several great im- provements ofa public character" were inaugurated, and today the town is moving fatwa'd with a rush. Proper- ty is rising in value; an increase of 40 per cent in less than one year• theval- ues are not inflated, but sold. The town's progress 'is not fictitious, hut real. The Council of that town is cre- dited with the greatly improved con• ditions, and rightly so. "There is that wi, hnldetb, and it tendeth to pov- erty;" so said a wise business man long years ago. and '•hat saying has modern applications, individual and municipal. When this year wire' born, at midnight last Sunday, its coming was hailed with the ringing of hells, the firing of gnus, the whistles of locomotiyes-and factories, the playing of bands, and the songs of multitudes, in other towns' and cities; but Clinton's town bell nev- er rang, its clapper hung silent in the belfry; Olinton'e band was not on ,the streets; the factory whistles- shrieked out no welcome. Why ? Is there no sentiment or enthusiasts in Clinton P No wonder there is not more progress.
