The discussion over the dismissal of
civil servants that occur from time to
time in the Commons reveal the fact
that the Ministry is not out -running
some, at least, of its supporters in the
zeal with which it is purifying the ser-
vice of flagrant Tories. The men %vho
permit themselves to think of these
matters in fairly good tune with the
"spoils system" are commoner than we
may imagine. They are by no means
all confined to the United States. It is
only fair to keep this circumstance in
mind wben Jjudging the conduct of the
Ministers. They are subject to more
pressures than that of the average citi.
zen, who would like to see the busiuess
staff of the country chosen without re-
ference to the political division line
among the people. Still it will be well
for politicians, all and sundry, to re-
member that the most effective
political movement seen in the United
States since the war, was that directed
to the rescue of the civil service from
the spoilsmen. Its impetus unhorsed
the great Republican party after twen-
ty-four years of unbroken rule, which
shows that when the people. once take
the matter in hand no party organiza-
tion, no matter how powerful, can long
resist the demand that the business staff
of the State be managed on business
principles, and not as a branch of the
party commissariat.
The decree against -offensive par-
tisansbip" in the service is, of course,
not at all out of line with the principle
of the business system. But the test
of offensive partisanship must be a
frank and genuine one; and one offen-
sive ptirtisan ought not to be replaced
by another. In time, the Canadian peo-
ple will come to take so keen an inter-
est in this department of Government
that it will be impossi�,,P' , for any Miu-
inter to travel far outside the limits of
the tnerit method of manning the ser-
vice; but before this stage is reached
one or more sets of politicians are like-
ly to be severely punished for the flag-
rant debasing of the service to 'party
ends,

Alex. Craig, a machinist in the G. T.
R. shops Stratford died very suddenly.
He had attended church twice Sunday,
and shortly after reaching home was
seized with heart failure, and expired
immediately. Craig came from Ham-
ilton about eight years ago on the're-
moval of the G. T. R. shops. He was
about 45 years of age, and leaves a
widow and three children.

An Ottawa tori espondent says:—
There is talk among the members
of Parliament who tollow Mr. Flint's
lead on the liquor question of his early
retirement from the leadership of the
prohibitionists, The violent and un-
called-for, attack he made upon the
Rev. John Fairlie in the House on
Friday is no doubt responsible
for this. Mr. Flint found nothing
but words of- condemnation and
contempt to apply to the rev. gent.le-
nian, who, whatever blunder he com-
mitted afterwards, risked ,his official
position by standing rigidly against
the introduction of wbiskey and eham-
pague into an Indian school. Because
Mr. Fairlie replied in terms perhaps a
little strong to unjust criticism, Mr.
Flint stigmatized him .as no ggentle-
man. There is scarcely a probibition-
ist in the House on either aide but .be -
lives that Mr. Fairlie, or any man that
will do its he did, is the truest sort of
gentleman. When Mr. Flint rose on
Friday to sptak on the subject it was
confidently expected that he would call
attention to the redeeming features of
Mr. Fairlie's conduct, acting as he does
in the capacity of spokesman for the
Dominion Alliance. But when he crit-
icised him there was"disappointment,
which finally gaveplace to disgust at
the lengths to which party spirit led
Mr. Flint ih the bitterness of his at-
tack.

At 6.05 Friday at Rosseau the servant
girl at. Mapleburst was preparing tea.
Mrs. Brown was in another part of the
hotel, when a report of a revolver was
heard by the servant. She ran into
the sitting -mom and said "Is that you,
Mr. Brown?" He answered "Yes,
Dolly, it is me."', He was lying on the
floor with a revolver beside him, h v-
ino shot hidiself, either accidentally
or intentionally in the right temple.
The ball had taken a slightly down-
ward course, blowing the left eye out
and lodging, in the cheek. Dr. Waddy
was immediately sent for. The. unfor-
tunate man is lying in a semi conscious
state, groaning terribly. His wife is
dazed by the shock, and has not spoken
since the accident except to say "Oh,
his poor mother." Dr. Walton is on
his way from Parry Sound to hold a
consultation with Dr. Waddy. There
is little hope of his recovery. He has
since died.

Thomas Summers, an inmate of the
asylum at Brockville, hanged himself
in the cow stable. .

Mrs. Anderson, wife of Mr. Johri

daughter of the late Moses Martin, and
lived with her husband before coming;
to Galt, in Oshawa, Collingwood and

terson is all right. The Government
taxes the raw material of the majori-
ty of the industries and decreases
the protection. But in biscuits, Mr.
Paterson's industry, the duty on flour
and sugar, the raw material, is reduc.
ed, and the protection to the finished
article is untouched. In other words,
Mr. Paterson, who went about the
country telling the farmers that if the
National Policy had made him rich
it was a fraud, has given the tariff just
such a twist as to make- the biscuit
business more profitable than before.
